Overview

Navarro Research and Engineering is recruiting a Project Controls Engineer 4 (job #3022 / 3631) in Los Alamos, NM. This position provides staff augmentation services to Los Alamos National Laboratory. Approval for per diem and travel expenses is contingent on the employee's home of record.

Responsibilities
  • Support the Earned Value Management System (EVMS) and Project Controls System. Perform cost estimating, analysis and cost control activities.
  • Provide supervisory direction for cost engineering and/or planning/scheduling activities as delegated; identify trends for management attention.
  • Supervise schedule development, maintenance and monitoring activities.
  • Supervise cost engineering analysis and control activities.
  • Prepare and/or supervise the preparation and presentation of cost engineering and planning activities.
  • Support project organizational and administrative activities.
  • Responsible for cost engineering, cost analysis/control, and planning and scheduling activities for projects with significant non-routine requirements or for discipline/projects/proposal cost and planning activities requiring a high degree of technical skill.
  • Demonstrated skill in identifying and analyzing issues and providing innovative cost engineering and scheduling guidance.
  • Ensure work is completed on schedule and identify cost trends for management attention.
  • Has broad expertise or unique knowledge; contributes to development of objectives and principles and to achieving goals creatively and effectively.
  • Develops advanced concepts, techniques, and standards based on professional principles and theories.
  • Viewed as an expert in the field within the Laboratory.
  • Works on unusually significant, unique or complex issues, providing solutions that are highly creative and where analysis of situations or data requires evaluation of intangibles.
  • Has impact on the success of future concepts, products or technologies.

Qualifications
  • Bachelor's degree and a minimum of twelve years of related experience, or an equivalent combination of education and experience; post-graduate coursework may be expected.
  • Requires a Department of Energy Q clearance.
  • Expert level knowledge of Earned Value Management System (EVMS) tools and processes.
  • Experience performing, monitoring, and reviewing planning and scheduling functions (schedule development, control, analysis) and cost engineering functions (cost estimating, cost control, financial reporting systems and cost analysis) in both field and home office environments.
  • Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
  • Strong oral and written communication skills.
  • Proficiency with personal computer operating systems and several software applications; proficiency with multiple discipline-specific software applications.
  • Knowledge of financial reporting systems and controller account codes, and understanding of controller instructions affecting project controls (including project financial status reports and earned revenue data).
  • Demonstrates an intermediate level of understanding of project controls general technical skills.
  • Knowledge of engineering and/or construction management as typically gained through time and practical experience.
  • For positions serving as a Control Account Manager (CAM), subject-matter expertise and proven experience with project controls and/or project management, including budgeting, cost estimating, cost control and cost analysis, scheduling, and status reporting.
