Job summary

Fidelity Partners seeks a Phlebotomist for FCI Herlong/ FPC Herlong in California, performing on-site specimen-collection and lab support for inmates. The role requires blood draws, specimen processing, and strict adherence to security and privacy standards within Health Services.

Qualifications

  • Must hold a valid California license as a Medical Assistant, Laboratory Assistant, EMT, or Phlebotomist, or hold an applicable national certification.
  • Must maintain current CPR certification through the American Heart Association or American Red Cross.
  • Must provide proof of experience collecting specimens and properly packaging and shipping them to referral laboratories.
  • Must demonstrate knowledge of maintaining accurate laboratory and patient records.
  • Must provide evidence of experience working in a correctional setting and three professional reference letters.
  • Must satisfy all BOP/DOJ background, institutional-security, suitability, residency, and access requirements.

Responsibilities

  • Perform blood draws and other authorized specimen-collection procedures within the Health Services Unit and designated housing or intake areas.
  • Organize and schedule laboratory studies, including intake testing, DNA collection, vaccine-program support, and PPD updates as directed.
  • Measure vital signs and weight, assist with EKGs when permitted by licensure, and support patient flow in the clinic.
  • Centrifuge specimens and prepare, package, and coordinate shipment to BOP or contract reference laboratories.
  • Verify that laboratory requests are complete, track returned reports, notify appropriate providers, document receipt and follow-up, and file results in laboratory records and BEMR.
  • Maintain strict security, accountability, and inventory control for needles, syringes, and other controlled clinical supplies.
  • Keep laboratory work areas organized and comply with infection-control and safety procedures.
  • Maintain working knowledge of Health Services laboratory procedures and assist with laboratory-manual updates.
  • Assist with reference-laboratory coordination, CLIA recertification, routine equipment checks, and notification of supply needs.
  • Support the Health Services Administrator and Clinical Director with laboratory-program procedures and quality activities.
  • Protect patient confidentiality and comply with BOP, Joint Commission, correctional, and institutional-security requirements.
  • Wear approved professional attire or navy-blue or black scrub uniforms appropriate to the correctional environment.

Citizenship / Access Requirements:

Applicants generally must be U.S. citizens or nationals, or lawful permanent residents seeking U.S. citizenship. Non-U.S. citizens require applicable DOJ access waivers. Personnel must also satisfy the DOJ residency requirement of qualifying U.S. residence or federal overseas service for three of the previous five years, unless formally waived.

Security Requirements:

Must successfully complete BOP/DOJ institutional-security and suitability processing before beginning work. Processing may include a Public Trust investigation at the risk level assigned by DOJ, security questionnaires, fingerprinting, law-enforcement and employment checks, identity verification, a credit check when applicable, release forms, and urinalysis when applicable.

Type of Employment:

Full-Time Contract Position.

Estimated Compensation:

$29.27 per hour

Working Hours:

Five eight-hour sessions per week, normally Monday through Friday from 6:00 AM to 2:00 PM, excluding federal holidays. The schedule normally will not exceed 40 hours per week and may be adjusted to meet institutional needs.

Work Arrangement:

On-site at FCI/FPC Herlong, primarily within the Health Services Department. Remote work is not authorized.

Period of Performance:

Date of award through 12 months, with four potential additional 12-month performance periods and a possible six-month extension, for a potential total of 66 months.

Paid Sick Leave:

Accrues at one hour for every 30 hours worked, up to 56 hours annually.

Paid Time Off / Vacation:

Two weeks (80 hours) after one year of service; three weeks after eight years; four weeks after 15 years.

Paid Federal Holidays:

Eleven paid holidays annually.

Summary of Services

The Phlebotomist will provide on-site specimen-collection and laboratory support for the inmate population at FCI/FPC Herlong. The position performs blood draws, processes and prepares specimens for referral laboratories, maintains laboratory records and BEMR documentation, supports clinic flow, and follows strict sharps-accountability and correctional-security procedures.

Mandatory Qualifications

  • Must maintain current CPR certification through the American Heart Association or American Red Cross.
  • Must provide proof of experience collecting specimens and properly packaging and shipping them to referral laboratories.
  • Must demonstrate knowledge of maintaining accurate laboratory and patient records.
  • Must provide evidence of experience working in a correctional setting and three professional reference letters.
  • Must be able to work effectively with staff and individuals in federal custody while maintaining patient privacy and professional boundaries.
  • Must satisfy all BOP/DOJ background, institutional-security, suitability, residency, and access requirements.
