Job summary

Community Health Centers of the Rutland Regio is seeking a Pharmacy Operations Manager to provide strategic and operational leadership across the organization’s pharmacy service line. Qualifications

ABOUT THE ROLE:

The Pharmacy Operations Manager provides strategic and operational leadership for Community Health’s pharmacy service line across all locations. The position establishes direction for sustainable growth, patient access, financial and operational performance, workflow improvement, technology adoption, and consistent pharmacy services. The Pharmacy Operations Manager directly supervises the Pharmacy Technicians, collaborates closely with each site Pharmacist-in-Charge (PIC), and works across departments to translate organizational priorities into coordinated pharmacy initiatives. The role leads evaluation and implementation of service line opportunities, vendor and software agreements, wholesaler relationships, and other initiatives that strengthen pharmacy performance and expand services.

FUNCTIONS OF THE POSITION:
  • Strategic Leadership and Service Line Growth
    • Develops and advances the strategic vision, annual priorities, goals, and implementation plans for the pharmacy service line.
    • Identifies, evaluates, and recommends opportunities to expand pharmacy services, improve access, increase utilization, and better meet patient and organizational needs.
    • Provides guidance on new initiatives, including scope, operational impact, resource requirements, financial considerations, implementation approach, and measures of success.
    • Leads development and expansion planning for services such as medication delivery, adherence packaging or Dispill, medication therapy management collaboration, mail services, and other approved pharmacy programs.
Multi-Site Leadership and Staff Management
  • Provides consistent leadership and oversight across pharmacy locations and ensures alignment with organizational goals, policies, and service expectations.
  • Directly supervises, coaches, and develops Pharmacy Technicians and supports clear accountability for site staffing, schedules, ADP administration, and employee relations.
  • Maintains regular communication with site PICs and Pharmacy Technicians to address operational needs, staffing risks, workflow barriers, customer concerns, and implementation priorities.
  • Promotes collaboration, shared learning, cross-site consistency, and a culture of accountability, safety, innovation, and patient‑centered service.
Workflow Improvement and Operational Performance
  • Leads multi‑site workflow assessment, redesign, standardization, and continuous improvement efforts.
  • Uses operational and financial data, staff feedback, customer experience information, and quality findings to identify priorities and measure improvement.
  • Establishes performance expectations and monitors key indicators related to access, volume, productivity, service, inventory, quality, safety, and financial performance.
  • Guides Pharmacy Technicians in implementing approved workflows and sustaining improvements at each location.
Vendor, Software, and Wholesaler Contract Management
  • Leads evaluation, selection, negotiation support, implementation, monitoring, and renewal of pharmacy vendor and service agreements within delegated authority.
  • Manages software and technology vendor relationships, including needs assessment, demonstrations, cost‑benefit analysis, implementation planning, workflow readiness, staff training coordination, and post‑implementation optimization.
  • Leads wholesaler relationship and contract management, including review of pricing, service levels, purchasing opportunities, supply continuity, and operational performance.
  • Coordinates review of PBM, PSAO, delivery, mail order, adherence packaging, payment processing, and other pharmacy‑related agreements as assigned.
  • Monitors vendor performance and contract requirements and resolves or escalates service, pricing, compliance, or implementation concerns.
Financial Performance and 340B Collaboration
  • Analyzes pharmacy revenue, expenses, margin, purchasing, reimbursement, service utilization, and other financial indicators in collaboration with Finance.
  • Identifies opportunities to improve reimbursement, purchasing, inventory efficiency, revenue capture, and overall financial sustainability.
  • Leads supply management across both pharmacy locations to optimize inventory and supply needs from an organizational and budgetary perspective, promoting standardization, cost‑effective purchasing, appropriate stock levels, and supply continuity.
  • Collaborates with the organization’s 340B program leadership and other stakeholders to support compliant pharmacy operations, identify optimization opportunities, and address operational issues affecting program performance.
Policies, Quality, Safety, and Compliance
  • Leads development, review, standardization, implementation, and maintenance of pharmacy operational policies, procedures, and standard work.
  • Partners with PICs to ensure operational practices support pharmacist responsibilities, medication safety, applicable pharmacy laws, professional standards, and regulatory requirements.
  • Collaborates with Quality, Risk, Compliance, and Pharmacy Technicians to monitor safety events, quality trends, audit findings, corrective actions, and improvement priorities.
  • Supports readiness for audits, inspections, system implementations, and organizational compliance activities.
  • Ensures staff receive required communication and training when policies, workflows, technology, contracts, or services change.
OTHER DUTIES:
  • Represents pharmacy services in organizational meetings, committees, vendor discussions, and external partnerships as assigned.
  • Works as a team player and follows organizational Code of Conduct.
  • Willingness to take on additional responsibilities when asked.
SKILLS REQUIRED FOR SUCCESS:
  • Bachelor’s degree in healthcare administration, business administration, pharmacy, health sciences, or a related field preferred. Significant progressively responsible pharmacy leadership experience may be considered in lieu of a degree.
  • Five years of progressively responsible pharmacy, healthcare operations, or related management experience preferred.
  • Experience leading staff, projects, workflow improvement, and multi‑site or complex operations strongly preferred.
  • Pharmacy‑related licensure or certification is preferred. The role must maintain any registration or certification required for duties personally performed.
  • Prior experience with 340B preferred.
  • Knowledge of state and federal regulations related to pharmacy services.
  • Efficient in communication skills, both written and oral.
  • Ability to relate to customers with diverse perspectives.
  • Ability to adapt to changing patient and departmental needs
  • Works productively and effectively in a complex environment, handling multiple and changing priorities. Deals with stress in a calm, positive and professional manner.
