Job summary

Kids for the Future is seeking a Security Manager / Port Facility Security Officer (PFSO) to lead security operations at the terminal in the U.S. Virgin Islands.

You will ensure ISPS compliance, manage the security contractor, and coordinate with port authorities and vessel security officers to maintain a safe environment for guests and staff. The role requires at least 5 years in security management, ISPS/MARSEC expertise, and the ability to obtain TWIC credentials.

Qualifications

The Security Manager / Port Facility Security Officer (PFSO) is responsible for leading and coordinating all security activities within the terminal facility to ensure compliance with international and national maritime security regulations, including the ISPS Code. Reporting directly to the General Manager, this role oversees the contracted security company and ensures that all personnel, systems, and procedures meet the highest standards of safety, compliance, and professionalism. The Security Manager/PFSO acts as the primary liaison between the terminal, port authorities, vessel security officers, and law enforcement agencies, maintaining a secure environment for guests, staff, and assets.

Requirements

• Serve as the designated Port Facility Security Officer (PFSO) and ensure full compliance with ISPS Code and MARSEC requirements.


• Develop, implement, and maintain the Facility Security Plan (FSP), ensuring all security operations align with approved protocols.


• Oversee and manage the outsourced security company, ensuring contract compliance, service quality, and performance standards.


• Coordinate staffing levels, scheduling, and post assignments with the contracted security provider to ensure full coverage.


• Conduct security briefings, audits, and inspections to verify adherence to procedures and identify potential risks.


• Supervise the use and maintenance of security systems, including access control, CCTV, and credentialing programs.


• Serve as the primary contact for law enforcement, port authority, Coast Guard, and vessel security officers.


• Lead incident response and investigation efforts, ensuring accurate documentation and corrective action.


• Conduct drills and exercises to test facility preparedness and maintain certification requirements.


• Monitor and evaluate vendor performance, ensuring alignment with contractual obligations and operational goals.


• Provide regular reports and recommendations to the General Manager regarding security status, incidents, and improvements.


• Collaborate closely with the Facilities & Assets Manager (Deputy PFSO) to ensure operational, safety, and security objectives are aligned.

Education

Bachelor’s degree in security management, Criminal Justice, Maritime Operations, or a related field preferred.

Equivalent combination of education, training, and experience will be considered.

Certified Port Facility Security Officer (PFSO) credential required (or ability to obtain within a specified timeframe).

Qualifications

• Minimum 5 years of experience in security management, preferably within the maritime, transportation, or industrial sectors.


• Comprehensive knowledge of ISPS Code, MARSEC levels, and port facility security regulations.


• Proven experience managing or overseeing contracted security services or third-party security vendors.


• Skilled in security audits, risk assessments, and emergency response planning.


• Strong liaison experience with U.S. Coast Guard, port authorities, law enforcement, and cruise line security officers.


• Familiarity with CCTV, access control, credentialing systems, and electronic surveillance.


• Proficiency with Microsoft Office and security incident reporting tools.


• Ability to obtain and maintain TWIC, POM ID, and other required security credentials.


• Strong understanding of maritime security principles and regulatory compliance.


• Excellent leadership and vendor management capabilities.


• Effective communication and negotiation skills for coordinating with multiple stakeholders.

Physical Demands

The position requires regular standing, walking, and movement throughout the terminal and surrounding areas. The employee must occasionally lift or move up to 25 pounds and may need to respond quickly to incidents or emergencies. Work may include both indoor and outdoor environments, with exposure to varying weather conditions.

Work is performed in both office and operational settings within an active terminal environment. The role involves close coordination with vessel personnel, port security, and law enforcement agencies. Exposure to noise, crowds, and outdoor conditions is routine. Use of personal protective equipment (PPE) and adherence to safety and security protocols is required at all times.
