Protection Strategies, Inc. is seeking an experienced FBI - Personnel Security Specialist VI to oversee investigations, e-QIP processing, and threat analyses for federal and contractor personnel in the Washington, DC area.

Qualifications

  • Bachelor's Degree required with seven years of personnel security investigative experience; nine years with an Associate's Degree.
  • Ten+ years of Federal law enforcement experience in personnel security preferred.
  • Strong oral and written communication with analyses and recommendations.
  • Ability to develop and extract comprehensive information and assess security vulnerabilities.
  • Certification as an investigator/adjudicator and Top-Secret access required.

Responsibilities

Position Overview

The Personnel Security Specialist reviews investigation request documentation for accuracy and completeness and processes e-QIP packets for federal and contractor employees. They initiate the paperwork for background investigations, review the information submitted by the applicants, correspond with the applicants for clarifying information, are responsible for data entry requirements associated with each record, make case files, forward cases for processing, and submit the e-QIP packet to be reviewed and forwarded to OPM.

Key Responsibilities
  • Prioritize multiple projects simultaneously.
  • Schedule and coordinate meetings and schedules for stakeholders and facilities.
  • Assist in preparation of presentations.
  • Coordinate communications.
  • Conduct data analysis to include development of query techniques, prototype programs and algorithms.
  • Conduct analytical and critical thinking.
  • Develop innovative projects to strategically and tactically analyze threat related information and entities.
  • Provide reactive data analysis support in response to requests from FBI Headquarters, field offices, and other Government agencies.
  • Perform quality control of processes and products produced.
  • Write clear, concise, and timely products identifying threats, analyzing and collation of disparate information.
  • Make accurate observations and judgments.
  • Assist in the development of administrative and organizational policies and procedures.
  • Collaborate with behavioral and social science experts to conduct research and analysis.
  • Gather, analyze, evaluate and prepare recommendations on threat and risk matters.
  • Compare and contrast information from different sources.
  • Prepare, produce, and disseminate both scheduled and unscheduled general products, such as briefings, studies, estimates, and assessments memoranda.
  • Promote and coordinate sharing of information where applicable.
  • Represent activity in working groups and committees as substantive authority in subject area.
  • Define critical intelligence topics and initiate comprehensive research efforts on extensive or unique analytical projects.
  • Define analytical objectives and identify required resources.
  • Forecast gaps and initiate development of collection plans to address these gaps.
  • Perform long-range planning in support of mission requirements.
  • Assess overall resource capability to answer requirements and identify shortfalls.
  • Assist in the development of policies and procedures.
  • Perform duties associated with Grade 5 as necessary.
  • Perform complex, high-risk insider threat and high-level security investigations and adjudication recommendations.
  • Perform as contractor Team Lead.
  • Perform Quality Control (QC) case review.
  • Identify additional training requirements from QC case reviews.
  • Provide Just-in-Time training to remedy QC deficiencies.
Qualifications
  • Bachelor's Degree and seven (7) years of experience in the personnel security investigative or investigative analyst field; nine (9) years with an Associate's Degree.
  • Ten (10) plus years of experience in Federal law enforcement working in the personnel security field; prior security management experience preferred.
  • Demonstrated oral and written communications skills to conduct interviews, security briefings, discuss analysis and opinions, and prepare written communications with analyses and recommendations.
  • Thorough knowledge to develop and extract the most complete and accurate information relative to the subject.
  • Demonstrated analytical ability to analyze materials, including investigative reports, to develop information regarding security vulnerabilities and to propose a recommendation on security clearances.
  • Technical training / certification as an investigator and/or adjudicator is required.
  • This position requires Top-Secret access.
For former Federal LE PSSs
  • The most recent five years of experience shall be directly related to analyzing investigations, record checks, and other information for writing accurate investigations.
  • Experience conducting record checks utilizing IC and third-party IT systems; prepare clear written reports; make recommendations for personnel security adjudications; conduct open source checks.
  • Experience conducting, directing, or evaluating TS/Secret investigations with focus on counterintelligence/espionage, counterterrorism, criminal matters, and personnel security investigations.
  • Skills and knowledge of criminal and civil law and procedures; capable of performing duties of a federal investigative analyst consultant.
  • Must have served as a senior investigator responsible for planning and directing broad investigations and supervising staff.
  • Experience planning, organizing, administering, and coordinating investigative activities and representing the organization at conferences and meetings.

  • Detailed knowledge of the FBI Security Program and its procedures to plan and carry out assignments.
  • Extensive knowledge of conducting sensitive, complex security investigations from inception to completion.
  • Knowledge of FBI communications methods and ability to correlate and evaluate data for documentation to higher authorities, DOJ, IC, and private industries.
  • Understanding of personnel security analysis interrelationships between FBI components, DOJ, IC, and other agencies.
  • Ability to assist others to ensure compliance with FBI procedures and regulations.
  • Experience in establishing and maintaining relationships with other Government agencies and FBI personnel to coordinate safeguarding of National Security Information.
