Job Overview

This position will provide personal financial services at assigned military installations. The counselor delivers a comprehensive suite of personal financial counseling services to military service members and their families, ensuring the program meets the needs of the installation and remains within scope.

Responsibilities

• Deliver one‑on‑one counseling, briefings, presentations, and consultation with commanders or other staff.
• Provide referral resources outside the counseling session when appropriate.
• Assist service members in establishing a spending plan for extended absences.
• Develop and distribute informational financial materials to service members and families.
• Coordinate, publicize, and lead Personal Financial Management classes/workshops on topics across the military lifecycle (e.g., arrival at first duty station, pre‑ and post‑deployment, and other career events).
• Respond to requests for age‑appropriate classes or seminars.
• Utilize virtual counseling or other electronic communication modes (web‑based, secure online chat, video‑based communications, or secure video teleconference) when authorized by the OSD FINRED Program office.
• Manage duty‑to‑warn situations in accordance with Department of Defense protocol.
• Communicate with leadership and participate in regular individual and group supervision to share trends and issues.
• Participate in regular in‑services, training, quality improvement committees, or other contract activities as assigned.
• Perform all other duties as assigned.

Qualifications

• Bachelor’s degree required (or associate degree plus 4 years of experience, or high school diploma plus 6 years of experience).
• At least 3 years of financial counseling experience.
• U.S. citizen and fluent in English; bilingual in English and Spanish if required by the contract.
• Ability to obtain a favorably adjudicated Tier2 investigation.
• Must pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
• Must hold one of the following certifications: Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).
