Job description

This position will provide personal financial services at assigned military installations. Primary responsibilities include the full breadth of personal financial counseling services to military service members and their families at military installations, including individualized one‑on‑one counseling, briefings, presentations, and referral resources. The counselor works closely with installation and military branch points of contact (POC) to ensure the program remains within scope and meets installation needs.

Responsibilities
  • Provide one‑on‑one personal financial counseling and management services to service members and families.
  • Assist service members in establishing a spending plan for extended absences.
  • Develop and distribute informational financial materials.
  • Coordinate, publicize, and deliver a variety of Personal Financial Management classes/workshops across the military lifecycle (arrival, pre‑deployed, post‑deployed, career events).
  • Respond to requests for age‑appropriate classes or seminars.
  • Utilize virtual counseling and electronic communication methods such as web‑based, secure online chat, video teleconference (authorized by the OSD FINRED Program office).
  • Manage duty‑to‑warn situations according to Department of Defense (DoD) protocol.
  • Communicate with leadership, participate in regular supervision, and provide trend and issue information on installations.
  • Participate in in‑services, training, quality improvement committees, or other contract activities as assigned.
  • Perform all other duties assigned to the position.
Qualifications
  • Bachelor’s degree required; associate degree plus 4 years of experience or high school diploma plus 6 years of experience may also be considered.
  • 3+ years of financial counseling experience.
  • U.S. citizenship and fluency in English; bilingual in English and Spanish if required by contract.
  • Ability to obtain a favorably adjudicated Tier2 investigation.
  • Must pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
  • Possess one of the following certifications: Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).
Salary and Benefits

Salary Minimum: $58,440; Salary Maximum: $93,500. This range is based on national data and may vary by location. Actual pay will be based on individual skills, experience, education, and other job‑related factors. The position may be eligible for short‑term incentives and a comprehensive benefits package including health, life, voluntary and other benefits designed to enhance physical, mental, emotional, and financial wellbeing.
