Job summary

City of Clinton is seeking an administrative professional to support the Codes Department. The role handles frontline customer service, processes permits and applications, and coordinates planning, zoning, and code enforcement cases.

ESSENTIAL JOB FUNCTIONS
  • Provide frontline interaction and customer service in a friendly and professional manner through personal contact, answering telephones, emails, mailing, interdepartmental communications and general office responsibilities.
  • Assists the public in completing permits, applications, administrative forms, and other department documents or forms while ensuring completeness and accuracy.
  • Record complaints, inspections and permit data as required using department software and physical media process workflows.
  • Coordinate and organize code enforcement, planning/zoning cases, research property ownership, and prior violations. Responsible for sending regular and certified notices as needed.
  • Assists in coordinating monthly or special called meetings for the BZA, CPC, BCA, HZC, AHO, etc., prepares hearing and meeting documents and notates records accordingly.
  • Responds to inquiries and provides assistance with department services, programs, activities, forms, procedures, fees, or other issues.
  • Provides overall administrative support to the Codes Department, including scheduling Inspections, taking messages, forwarding phone calls, generating letters, coordinating with outside stakeholders and customers, etc.
  • Demonstrates the ability to receive and accurately interpret a task or problem, identify relevant hazards, and develop a clear course of action using available risk - reducing controls. Evaluates outcomes for effectiveness and efficiency, making timely adjustments when conditions change or when improved results can be achieved.
  • Prepares monthly reports, issue permits, and recordkeeping.
  • Assists with purchase orders and purchases to ensure accuracy; maintains inventory; and orders supplies and equipment.
  • Conducts independent research, compiles data, prepares documents and correspondence and initiates problem resolution or refers complaints/problems to appropriate personnel.

QUALIFICATIONS
Knowledge/Skills/Abilities:
  • Knowledge of Microsoft Office Suite software programs, such as Outlook, Word, Excel and PowerPoint.
  • Knowledge of basic math & accounting principles.
  • Knowledge of occupational hazards and safety precautions.
  • Ability and willingness to adhere to front office uniform per city standards.
  • Ability to provide exceptional customer service.
  • Ability to work independently and lead/direct the work of others.
  • Ability to ensure compliance with established City and department policies and procedures.
  • Ability to work in stressful situations; ability to stay calm; have excellent problem-solving skills.
  • Ability to work a varied schedule, including evenings, holidays, and weekends.
  • Ability to effectively communicate, both orally and in writing.
  • Ability to establish and maintain effective working relationships with public groups, agencies, other employees and the general public.
Education and Experience:
  • Associate's degree or equivalent in business administration, recreation or related field.
  • Desired minimum three (3) years full-time work experience related planning, codes, building, engineering, legal, administrative, or clerical functions.

(A comparable amount of training, education and/or experience may be substituted for the above qualifications.)

Licenses and Certifications:
  • Possession of or ability to obtain a valid Tennessee driver's license by date of hire.
  • Obtain ICC Permit Technician Certification (within 6 months of hire) and maintain current
  • Obtain ICC Zoning Inspector Certification (within 1 year of hire) and maintain current
  • Obtain TN Notary Public License (within 6 months of hire) and maintain accordingly
  • Possess (within 6 months of hire) and maintain a valid First Aid and CPR/AED certification.
PHYSICAL REQUIREMENTS

(Occasional=1-3 Hrs; Frequent=3-5 Hrs; Constant=5-8 Hrs - Per Work Day)

Frequent office work and sitting. Frequent standing and walking for extended periods of time. Frequent use of hands to finger, handle, feel or operate objects or controls; and reach with hands and arms. Occasionally stoops, kneels, crawls, climbs and crouches. Occasional outdoor work in varying climates, temperatures, and weather conditions for special events. Occasional lifting up to 20 pounds and in some cases, may be required to lift up to 50 pounds. Noise level in the work environment is quiet; moderately noisy during high volume use of the center.
