Position Summary

The Town of Holly Springs is searching for a Permit Supervisor to serve in the Development Services department. This position is responsible for supervising staff the Permit Technician team which processes building and Unified Development Ordinance permit applications, monitoring application processes, collecting fees, and coordinating activities associated with the Town’s permit tracking system.

SUPERVISORY RELATIONSHIPS

Reports to the Development Business Manager – Customer Service and Compliance Division. Works under general supervision from the Manager to ensure coordination of objectives and priorities of the department. Exercises supervision over assigned staff.

The work schedule is business hours with occasional evenings and weekends. The starting annual salary is $59,307.01 (Grade I).

Essential Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

  • Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to Town residents and businesses.
  • Participates in the interview and selection process of new employees. Provides training and instructions. Assigns and reviews work and prepares performance evaluations. Recommends employee transfers, promotions, disciplinary action, and discharge.
  • Provides leadership and management to all assigned staff. Supervises the work of and monitors and evaluates on-going performance of staff members; assesses and makes recommendations of training needs.
  • Provides staff backup for permit intake; assists applicants in filling out applications for all building permits.
  • Advises members of the general public, property owners, architects, engineers, developers, and others regarding policies, procedures, and standards. Communicate and explain requirements of building, zoning and related codes and ordinances.
  • Reviews applications for completeness, records and coordinates review process and monitors status of permits.
  • Responsible for issuing permits when review process is completed including acceptance timestamping, logging, and filing.
  • Issues Certificate of Occupancy for commercial and residential projects, and make sure all applicable departments are approved, or relay items that need to be addressed.
  • Analyzes and evaluates service delivery. Meets with staff routinely to work on service delivery plans, operational policy and procedures updates, etc. Conducts needs assessments and recommends service priorities to the Department Director.
  • Administers all programs assigned to the responsibility of the division and supervises the operations of assigned areas. Ensures compliance with program requirements.
  • Serves as administrator to tracking software; reviews processes for efficiency and accuracy. Control data managements and provides daily, monthly, and annual reports.
  • Monitors and processes permitting fees and completes daily financial batch.
  • Other duties as assigned.

Knowledge Skills And Abilities

  • Ability to read and understand reference books, complicated procedures and manuals such as building code books, blueprints, and applicable sections of the Municipal Code, etc.
  • Ability to read and understand site, landscaping and building plans.
  • Knowledge of development issues and concerns, neighborhoods, public participation techniques, and the development process.
  • Knowledge of the Town and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
  • Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
  • Knowledge of management and supervisory principles and practices, including program planning, contract requirements, budgeting, direction, coordination, and evaluation.
  • Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
  • Ability to research and analyze detailed information and make appropriate recommendations.
  • Ability to develop department goals and objectives.
  • Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
  • Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records.
  • Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
  • Ability to instruct and train in methods and procedures.
  • Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines.
  • Ability to establish and maintain accurate records of assigned activities and operations.
  • Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • Knowledge of current office practices and procedures.
  • Knowledge of computer software consistent for this position.
  • Ability to perform mathematical calculations required of this position.
  • Ability to communicate clearly, concisely and effectively in English in both written and verbal form.
  • Skill in researching and understanding complex written materials.
  • Ability to prepare and maintain accurate and concise records and reports.
  • Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.

  • Ability to handle sensitive interpersonal situations calmly and tactfully.
  • Ability to maintain professionalism at all times.
  • Ability to maintain effective working relationships with individuals within and outside the organization.
  • Ability to maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provisions of open records laws and other applicable State and Federal statutes and regulations.
  • Ability to work the allocated hours of the position and respond after hours as needed.

Minimum Required Qualifications

  • Three (3) years’ progressively responsible work experience in development services.
  • One (1) year of supervisory experience.

Preferred Qualifications

  • Associate’s degree from an accredited college or technical school in Urban Planning, Geography, or a closely related field.

Other Requirements

  • ICC/AACE Certified Permit Technician certification and/or Building Level I Certification or the ability to obtain within 1 year upon hire
