Job summary

Hernando County Board of County Commissioners (BOCC) seeks a Permit Intake Clerk to act as the liaison between permit applicants and reviewers, handling intake, distribution of permit applications and building plans, and coordinating supplemental documents.

• Communicate applicable permit rules and contractor licensing requirements to applicants.
• Assist in other office duties as needed and cover peak workloads.

Job description

The purpose of this position is to serve as the liaison between permit applicants and reviewers through intake and distribution of permit applications, building plans, and other supplemental documents. Monitors the review process to ensure that all reviews are completed within designated timeframes and provides follow-up communication with permit applicants to guide them through the permit process. Requires knowledge and understanding of the residential and commercial permitting process and contractor licensing regulations.

Emergency Response

County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Employees may request an exemption from this requirement by submitting the appropriate exemption form, subject to review and approval.

Minimum Requirements

• Graduation from an accredited high school or possession of an acceptable equivalency diploma (GED).
• Five (5) years' experience in a general office setting with emphasis on customer service and familiarization with operations of office equipment and computer terminals.
• One (1) year experience processing cash transactions.
• Experience working with pdf files and word processing programs preferred.

A combination of education, training and experience may be substituted at the County's discretion.

Licenses, Certifications or Registrations

• Permit Technician certification from International Code Council (ICC) preferred
• Must possess and maintain a valid Florida Driver’s License or must obtain within 30 days of establishing residency in Florida and be insurable by current insurance carrier, or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
• Must have or be able to obtain certification within three (3) months of employment in FEMA National Incident Management System (NIMS) courses:
  • IS-100.c: Introduction to the Incident Command System (ICS)
  • IS-200.b:ICS for Single Resources & Initial Action Incidents
  • IS-700.b: An Introduction to the National Incident Management System

Required Competencies

• Ability to gain knowledge of and understand various laws and ordinances regulating the issuance of permits and contractor licensing.
• Ability to convey applicable laws and ordinances to contractors, owners, and the general public.
• Ability to effectively and professionally communicate and interact with customers and co-workers.
• Must possess a high level of customer service skills.
• Knowledge of office and departmental policies, procedures and practices.
• Ability to effectively follow written and oral instructions
• Ability to identify problems and initiate effective corrective action.
• Ability to analyze, evaluate and formulate all phases of work center requirements.
• Must have basic typing and data entry skills.
• Ability to perform duties with minimal supervision.

Physical Requirements/Work Environment

• Requires sitting most of the day.
• The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
• The job requires frequent bending, twisting, and occasional squatting, climbing, kneeling, and balancing.
• The job requires the completion of tasks that involve simple grasping, pushing, pulling, fine manual manipulation, and typing.
• The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.
