Performance Visualization Specialist (Data Analyst IV)

Agency: Health & Human Services Commission (HHSC)

Department: Data Analytics & Performance

Location: 4601 W Guadalupe St., Austin, TX

Salary Range: $5,425.33 – $8,886.16 per month (Texas-B-24)

Responsibilities
  • Data Analysis (40%): Conduct detailed analysis of program data, apply statistical techniques, develop proof‑of‑concept mockups for data quality, transform raw data into database table structures across multiple source formats, and cleanse data for visualization tools.
  • Data Quality/Integrity (30%): Assess data quality, identify missing or erroneous data, coordinate with internal partners to improve data quality, and provide requirements for improved data collection systems.
  • Visualization (20%): Determine optimal visualization methods, construct performance measures, and build visualizations to monitor service trends, translating business requirements into actionable insights.
  • Customer Focus and Communication (10%): Engage stakeholders, gather requirements, explain tool development in clear language, and coordinate with subject‑matter experts to ensure accurate final products.
Knowledge, Skills & Abilities (KSAs)
  • Knowledge of data visualization development, including data model creation, advanced calculations, and interactive visualizations.
  • Knowledge of relational databases and database design.
  • Knowledge of custom SQL table/view creation with multi‑level join conditions.
  • Knowledge of extracting, joining, and loading data using SQL/PSQL.
  • Knowledge of cloud environments used for visualization development.
  • Knowledge of performance management and continuous quality improvement processes.
  • Knowledge of Snowflake query development and execution.
  • Knowledge of Tableau or other visualization software.
  • Skill in creating graphical user interfaces, mockups, prototypes, and design documents.
  • Skill in critical thinking and problem‑solving.
  • Skill preferred in using SAS, SPSS, Python, or other statistical software.
  • Skill in using Excel or other spreadsheet software.
  • Skill in graphical, tabular, and geographical presentation of data.
  • Ability to translate complex data into user‑friendly information.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions.
  • Ability to build, establish, and maintain effective working relationships and coalitions.
  • Ability to plan, organize, and conduct data analytic projects and prepare reports.
  • Ability to develop and interpret statistical data charts, maps, and tables.
Initial Screening Criteria
  • Four‑year college degree in Computer Information Systems, Computer Science, or a related field required.
  • Bachelor’s degree or higher preferred.
  • Three or more years of experience with data acquisition, collection, management, analysis, and visualization of health and human services data or large datasets preferred.
