Job summary

Overview

Functional Title: Data Analyst IV
Agency: Health & Human Services Commission (HHSC)
Department: DAP Aging & Disability
Location: 4601 W GUADALUPE ST, Austin, TX

Under the supervision of the Performance Monitoring and Analytics Manager, the Data Analyst IV performs complex journey‑level data collection, research, reporting, and analysis to monitor, evaluate, and increase efficiencies for Foster Care Litigation (FCL) activities and initiatives for Child Care Licensing (CCL) within HHSC. The analyst works with program areas to explore system aspects, determines why particular areas are performing well or present opportunities for improvement, and acts as a liaison between RSDA and stakeholders. The analyst crafts concise technical and non‑technical reports, makes recommendations for process improvement, and develops solutions to monitor and implement data quality.

Essential Job Functions
  • Data Analysis and Visualization (35%): Conduct detailed analysis of data sets, monitor and ensure data quality, compile, query, and load data points using SQL and other query languages, cleanse and prepare data, and develop dashboards for performance dashboards and reports.
  • Reporting (30%): Assist in developing analytic techniques, prepare standard and ad‑hoc reports, including court‑ordered and internal/external audience reports, ensure accuracy of data.
  • Coordination (10%): Utilize strong communication skills to explain CCL business processes, negotiate resources, act as liaison, and coordinate with program subject matter experts to ensure accurate reporting tools.
  • Data Quality/Integrity (10%): Establish data quality metrics, identify data gaps, errors, anomalies, and redundancies, and coordinate with stakeholders to improve quality.
  • Identifies and Implements Improvements (10%): Provide suggestions for systematic changes, update status of projects and initiatives.
  • Infrastructure Support (5%): Provide requirements for development and implementation of databases, data collection systems, and analytics strategies, and assist in evaluating RSDA analytic activities.
Knowledge, Skills, and Abilities (KSAs)
  • Knowledge of data analysis techniques and best practices.
  • Knowledge of, or aptitude to learn, CCL and Foster Care Litigation data.
  • Knowledge of data quality and integrity processes.
  • Knowledge of database and application design, development, and structure.
  • Knowledge of record‑keeping, including security procedures for handling confidential data.
  • Knowledge of reporting and visualization tools.
  • Skill in complex analytic work, trend identification, recommendation of improvements.
  • Skill in using SAS and other query languages.
  • Skill in using ETL tools.
  • Skill in communicating to technical and non‑technical audiences.
  • Ability to work on a team, be flexible and creative, plan and organize analytic projects.
  • Ability to develop and interpret data charts, maps, and tables.
  • Ability to interpret and publish analytic findings.
  • Ability to exercise independent judgment and show initiative.
  • Ability to maintain detailed documentation of analytic projects.
  • Ability to prepare concise reports.
Initial Screening Criteria

Graduation from an accredited four‑year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field. Experience in data analysis, compilation, and/or reporting work. Experience with Oracle, SQL Developer, Toad, or other database development tools preferred but not required. Experience and education may be substituted for one another, up to four years.
