The Bureau of Health Emergency Management (BHEM) is a part of the Center for Health Protection (CHP) within the New Mexico Department of Health (NMDOH). We are responsible for planning, coordinating, and supporting the state's public health emergency preparedness and response efforts (FEMA ESF-8). We work with several key partners and stakeholders across the state, along with tribal partners and federal agencies to prepare for and respond to health emergencies such as disease outbreaks, natural disasters, and other hazards that impact population health.
This position exists for the tracking and reporting of work plan activities and deliverables that are outlined in the Public Health Emergency Preparedness (PHEP) grant. The position will manage multiple projects and work closely with local and state partners.
This position will utilize multiple programs, such as Excel, to maintain and track performance and/or data in support of activities required by federal grants and the NM Department of Health. This position will also help develop and submit grant applications within the federal systems, they will conduct, schedule and attend meetings, conferences and carry out all other duties as assigned.
Incumbent will work with subject matter experts to update and maintain performance outcomes coordination to ensure deadlines are met. Incumbent will also oversee and maintain the development of work plan activities based on guidance from subject matter experts.
Incumbent will provide support for New Mexico Department of Health, Bureau of Health Emergency Management's Grants Manager as well as other staff and personnel to ensure accurate and efficient tracking of grant deliverables.
The ideal candidate is an organized, collaborative, and solutions-driven professional with experience managing complex federal grant requirements, balancing competing priorities, and ensuring timely, compliant program deliverables. They possess strong technical writing skills, are proficient in federal grant terminology, and have a working knowledge of public health emergency preparedness, including FEMA ESF-8.
This individual excels at collaborating across internal and external partners, monitoring work plans, tracking progress across multiple fiscal years, and resolving complex challenges through sound judgment and creative problem-solving. They demonstrate strong planning, organization, project coordination, document management, and audit readiness.
The successful candidate communicates effectively with diverse audiences, is proficient in Microsoft Office Suite and Microsoft Teams, and values continuous learning, cultural humility, and collaboration to advance bureau objectives.
Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with standing for extended periods of time may be required. Ability to lift up to 25 lbs. Office noise, bending, standing and lifting. Some travel with occasional overnight stay may be required. There maybe potential for mandatory overtime as well during public health emergency activations.
