Qualifications

• Any combination of education from an accredited college or university in a related field above licensure/certification requirements and/or direct experience totaling five (5) years may substitute for the required experience.

About the Department

The New Mexico Department of Health, Public Health Division, is responsible for statewide coordination and implementation of programming and clinical services aimed at improving the health and wellbeing of all individuals residing in New Mexico. Within the Division, the Center for Access and Linkage to Healthcare operates a statewide network of public health offices to offer clinical and non‑clinical interventions for chronic disease prevention, infectious disease prevention, injury prevention, substance use disorder treatment, and other public health services.

How does it get done?

This position serves as Medical Director for the Center for Access and Linkage to Healthcare (CALH) and provides operational and clinical leadership for all services within public health offices with a particular emphasis on ensuring high-quality and consistent care is provided across all public health regions. The Medical Director will ensure operational excellence through the development and maintenance of clinical protocols, standing orders, laboratory certifications, evaluation of clinical workflows, and other duties to ensure public health services are provided with a high of care. The Medical Director will provide supervision of pharmacy operations and work with staff to ensure public health pharmacies are stocked and in compliance with all local, state, and federal rules and regulations. The Medical Director will serve as a clinical resource for Public Health Division leadership and is expected to advise on day-to-day medical topics and provide strategic leadership on advancing priority programs including medication for opioid use disorder, primary care, and expanding clinical services, including mobile units. The Medical Director may monitor quality of services within public health offices and ensure compliance with local, state, and federal rules and regulations. The incumbent will sit on division and department-wide committees, potentially in a leadership role, that cover topics on clinical care and procedures, accreditation, credentialing, health and safety, or other related topics. The Medical Director may be requested to serve in various acting capacities during vacancies including in acting regional health officer roles. The Medical Director may also be required to provide clinical services within public health offices and provide after hours on call coverage.

Ideal Candidate

The ideal candidate will have significant experience overseeing operational and clinical duties related to provision of public health clinical services including sexually transmitted diseases, tuberculosis, immunizations, substance use disorder treatment, and family planning. The ideal candidate has prior experience in the provision of primary care services and providing operational oversight on workflows and other components maintaining successful primary care programming. Prior experience with treating opioid use disorder is preferred. The ideal candidate will have strong written and oral communication skills and have comfort distilling medical and operational information to non‑clinical audiences, community partners, and comfort with engaging senior departmental leadership on a variety of topics. The ideal candidate is highly collaborative, adaptable, and capable of effectively managing multiple projects and tasks to meet deliverables.

Employment Requirements

Must possess and maintain a valid Driver's License.

Working Conditions

This position will primarily perform work in an office setting with exposure to visual/video display terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, reaching and lifting up to forty (40) pounds may be required. The position may be required to work in a public health office clinical setting. Extensive statewide travel, with the occasional overnight stay may be required. This position may also have some after hours on call work.
