Job summary

Cipher Tech Solutions is seeking a Deputy CIO Services Task Lead in Baltimore, MD. The role requires active Top Secret clearance plus SCI eligibility and leadership of a large cross-functional team embedded with a US government partner.

You will oversee technical implementations, program oversight, and personnel management, serving as the main client contact. The position is full-time, on-site, with extensive benefits and relocation assistance.

Qualifications

• U.S. citizen with active Top Secret clearance or higher.
• Bachelor's degree in CS/CE/EE/IT/Math/Physics.
• Minimum eight years of post-graduate professional experience.
• Experience leading and supervising teams (1+ year in last 3 years).
• Experience briefing CIO/CISO on agency-wide actions.
• Experience in government and private sector infrastructure environments (3+ years).
• Experience building/operating network infrastructure.
• CI/CD leadership using modern approaches (containerization, IaC).
• Experience migrating legacy systems to multi-cloud/hybrid-cloud.
• Experience developing data lakes and modern data strategies.
• PMP certification and DoD 8570 IAT II compliance.
• Proficiency with Jira, BigPicture, MS Project, and MS Office.
• Experience integrating AI into daily workflows for process improvement.
• Process improvement certifications (e.g., Lean Six Sigma).
• Experience managing projects in predictive and agile environments.
• Budget management experience.

Responsibilities

• Assist the CIO Services Task Lead in managing a large cross-functional team embedded at a US government partner site.

The candidate will be assisting the CIO Services Task lead in managing a large cross-functional team embedded in a US Government partner site. This position serves as a primary point of contact between the client and company, leading technical implementation, program oversight, and personnel management.

Telework Status: No Telework Expected

Clearance Level Required: Top Secret + SCI Eligible

Required Skills/Credentials:

• Be a US Citizen who actively holds a security clearance at the TS (Top Secret) level or higher
• Bachelors degree in one of the following: Computer Science, Computer Engineering, Electrical Engineering, Information Technology, Math, or Physics
• Minimum eight years of post-graduate professional experience
• Minimum of one year of experience in the last three years leading and supervising teams
• Experience in the last five years briefing a CIO and CISO on agency-wide planned, recommended, and directed actions to enable unity of effort and operational effectiveness
• Minimum of three years' experience in the last ten years leading and supervising teams in Government and private sector infrastructure environments
• Minimum of three years' experience in the last ten years with the building, operating, securing, defending, and extending network infrastructure
• Minimum of one years' experience in the last three years leading and supervising teams running a Continuous Integration/Continuous Deployment (CI/CD) pipeline utilizing modern approaches including containerization, micro-segmentation, and Infrastructure as Code
• Minimum of two years' experience in the last five years leading and supervising teams planning and executing migration of legacy systems into multi-cloud and hybrid-cloud environments
• Minimum of two years' experience in the last seven years leading and supervising personnel developing and implementing "data lakes" and other aspects of modern data strategies
• Minimum of one years' experience in the last five years briefing a CIO and CISO on agency-wide planned, recommended, and directed actions to enable unity of effort and operational effectiveness
• Experience with application development, system administration, networking, cloud engineering, cybersecurity, or related technical field
• Project Management Professional (PMP) certification
• Certification compliant with DoD 8570 IAT II (e.g., Security+)
• Proficiency with project management tools such as Jira, BigPicture, or Microsoft Project
• Proficiency with Microsoft Office products for efficient communication, reporting, and presentation
• Experience integrating Artificial Intelligence into daily workflows for process improvement
• Process improvement experience and certifications such as Lean Six Sigma
• Experience managing projects in both predictive and agile environments
• Experience creating, managing, tracking, and reporting of budgets

Salary and other Compensation:

The hourly wage range is: $48.08 - $108.17
