Job summary

Cipher Tech Solutions, Inc. is seeking a CIO Services Task Lead to guide a large cross-functional team embedded at a U.S. government partner site in Baltimore, MD.

The role serves as the primary liaison between client and Cipher Tech, leading technical implementation, program oversight, and personnel management. Applicants must already hold a Top Secret clearance or higher. This onsite role does not offer telework; relocation assistance is available.

Qualifications

• Be a US Citizen with TS clearance or higher.
• Bachelor's degree in CS/CE/EE/IT/Math/Physics.
• Minimum ten years of post-graduate professional experience.
• Recent experience leading and supervising teams.
• Experience briefing CIOs/CISOs for agency actions.
• Experience in government and private sector infrastructure.
• Experience migrating legacy systems to multi-cloud/hybrid-cloud.
• Experience building data initiatives and data lakes.
• Experience with CI/CD, AI in daily workflows, and Lean Six Sigma.
• Familiar with Jira, BigPicture or MS Project.

Required Skills/Credentials:

• Be a US Citizen who actively holds a security clearanceat the TS (Top Secret ) clearance level or higher
• Bachelors degree in one of the following: Computer Science, Computer Engineering, Electrical Engineering, Information Technology, Math, or Physics
• Minimum ten years of post-graduate professional experience
• Minimum of one year of experience in the last three years leading and supervising teams
• Experience in the last five years briefing a CIO and CISO on agency-wide planned, recommended, and directed actions to enable unity of effort and operational effectiveness
• Minimum of three years' experience in the last ten years leading and supervisingteamsin Government and private sector infrastructure environments
• Minimum of three years' experience in the last ten years with the building, operating , securing, defending, and extending network infrastructure
• Minimum of one years' experience in the last three years leading and supervising teams running a Continuous Integration/Continuous Deployment (CI/CD) pipeline utilizing modern approaches including containerization, micro-segmentation, and Infrastructure as Code
• Minimum of two years' experience in the last five years leading and supervising teams in planning and executing migration of legacy systems into multi-cloud and hybrid-cloud environments
• Minimum of two years' experience in the last seven years leading and supervising personnel developing and implementing "data lakes" and other aspects of modern data strategies
• Minimum of one years' experience in the last five years briefing a CIO and CISO on agency-wide planned, recommended, and directed actions to enable unity of effort and operational effectiveness
• Experience with application development, system administration, networking, cloud engineering, cybersecurity, or related technical field
• Project Management Professional (PMP) certification
• Certification compliant with DoD 8570 IAT II (e.g., Security+)
• Proficiency withprojectmanagement tools such as Jira, BigPicture , or Microsoft Project
• Proficiency with Microsoft Office productsfor efficient communication, reporting, and presentation
• Experience integrating Artificial Intelligence intodaily workflows for process improvement
• Process improvement experience and certifications such as LeanSixSigma
• Experience managing projects in both predictive and agile environments
• Experience creating, managing, tracking, and reporting of budgets

Salary and other Compensation:

The hourly wage range is: $48.08 - $108.17

The salary range for this position is subject not only to the hire's skills, education, expertise, and years of experience, but also to features of the final position offered to the hire: including, but not limited to the location of the position, clearance required for the position, and the contract associated with the position.
