Job summary

Horrocks is seeking a Stream Design Engineer – Professional Engineer to lead river restoration and stream engineering efforts in Washington. The role focuses on planning, design, and permitting for ecological and transportation projects across the Pacific Northwest.

The candidate will develop hydraulic analyses, design natural channel systems, and coordinate with multidisciplinary teams while mentoring junior engineers. A WA PE license and 5+ years of relevant experience are required.

Qualifications

• Bachelor's degree in Civil Engineering or related discipline.
• PE license in Washington or ability to obtain license.
• 5+ years of experience in stream restoration/river engineering projects.
• Experience with hydraulic/hydrologic modeling software.
• Experience preparing construction plans and specifications.
• Knowledge of Washington permitting and agency coordination.
• Strong writing and verbal communication; ability to lead teams.

Responsibilities

• Lead planning, analysis, and design of stream restoration and river engineering projects.
• Develop hydraulic and hydrologic analyses for crossings, culverts, bridges, restoration.
• Design natural channel systems, bank stabilization, habitat features.
• Prepare designs using LWM, engineered log jams, bioengineering.
• Perform scour, sediment transport, floodplain analyses and modeling.
• Coordinate permitting with multidisciplinary teams.
• Prepare reports, plans, specs, estimates, and documentation.
• Serve as Engineer of Record where appropriate.
• Support construction with site visits and submittal reviews.
• Collaborate with transportation engineers, environmental scientists, and agencies.
• Build client relationships and contribute to proposals.
• Mentor junior engineers and staff.
