Job summary

Sunbelt Rentals, Inc. in Fort Mill, SC is seeking a Payroll Specialist to manage certified payroll, prevailing wage reporting, and union benefit compliance.

You will work closely with HR, Payroll and Labor Relations to ensure accurate reporting and timely submissions. The role requires a Bachelor’s degree or equivalent, at least 3 years’ payroll and union experience, strong Excel skills, and knowledge of certified payroll regulations.

Responsibilities

  • Reviews Collective Bargaining Agreements (CBA) for the calculation of Health & Welfare, 401k, Annuity, Pension, Training, Dues, etc.
  • Ensures all Union employees have the proper benefits based on their Local Union designation and the CBA.
  • Reviews and corrects calculation errors to ensure that employees/unions are whole to prevent penalties and union grievances.
  • Prepares weekly and monthly funding reports to report employee benefit amounts.
  • Requests checks and EFT for funding from Accounts Payable and provide to Local Unions with funding reports prior to the deadlines each month to avoid penalties.
  • Research, prepare and maintain accurate and auditable records in anticipation of union audits requests.
  • Prepares the weekly and monthly Union benefits for payroll processing.
  • Sets up weekly/monthly reports for new unions.
  • Prepares all Certified Payroll and Prevailing Wage reports and files.
  • Provides assistance to the field to ensure that all Certified Payroll and Prevailing wage jobs adhere to both federal and local regulation information.
  • Trains project managers and contractors on established contract policies and procedures and provides technical assistance for completing required reports and applications.
  • Maintains Certified Payroll and Prevailing Wage contract files throughout the term of the contract, generates status reports, and processes close-out documents at conclusion of the project.
  • Independently monitors contracts that require Certified Payroll and Prevailing Wages to ensure compliance, verifies that contractors have met contract wages and provided required reports and documentation, reviews and resolves differences in areas of non-compliance, and addresses other concerns as necessary.
  • Responsible for preparing fringe benefit statements and other deduction reports required by prime contractor.
  • Aids in the determination of wage rates and trade classification.
  • Experience working in the Department of Labor & Industries (DIR/LCP Tracker) Website filing intents to pay prevailing wage, affidavits of wages paid, uploading certified payroll and verifying uploaded subcontractor certified payroll.
  • Guarantee legal compliance in completing all paperwork including all federal, state and local laws regarding prevailing wage and certified payroll reporting.
  • Communicate and respond to all prevailing wage questions/concerns from all departments and Local Agencies to resolve any discrepancies regarding Certified Payroll Reporting submissions.
  • Establish and maintain cooperative and effective working relationship with staff of all levels.
  • Perform other duties and/or special projects as assigned by Manager.
  • Process reports for federal, state, and local municipalities using various online platforms. (LCP, EMARS, DIR, INWA, etc.)
  • Performs other duties as assigned.

Job Description Summary

Position Objective: The Payroll Specialist will be responsible for reporting benefits to the Local Unions based on a contractual agreement as well as maintaining Certified Payroll and Prevailing Wage files and reporting. This role will work closely with HR, Payroll and the Labor Relations team.

Requirements
  • Education & Experience:
    • Bachelor’s degree or equivalent experience plus 3+ years of payroll experience.
    • 3+ years of union experience required.
    • Strong analytical and Excel skills.
    • Knowledgeable of Certified Payroll and Prevailing Wages.
  • Physical Demands:

    Must be able to bend, squat, crouch and/or reach and lift up to 25 pounds or more, as required by the job. Some Sunbelt jobs may require driving for long periods of time, loading and unloading heavy equipment, performing work in extreme weather conditions including rain, wind or excessive temperatures and/or night and weekend work. Compensation

Base Pay Range: $24.05 - 33.06. Starting rate of pay may vary based on factors including, but not limited to, position offered, location, education, training, and/or experience.
