Responsibilities

Job Summary

Under the general direction of the Assistant Manager, BBSPayroll/Personnel Services, this position oversees all payroll,pertinent personnel transactions, and related documents for over300 Beach Building Services employees (permanent, temporary,full-time, part-time, intermittent, and student) in an effectiveand efficient manner.

Compensation

Salary placement is determined by the education, experience, andqualifications the candidate brings to the position, internalequity, and the hiring department's fiscal resources.

  • CSU Classification Salary Range: The CSU Classification SalaryRange for this position is $4,799 (Step 1) - $6,992 (Step 20) per month.

Knowledge, Skills, and Abilities

This position will possess extensive experience in payrolladministration, personnel operations, and workforce support withina large and complex organization. They will independently overseepayroll and timekeeping functions for a diverse workforce of morethan 300 employees, ensuring accurate and timely processing ofattendance, overtime, shift differentials, stipends, leaves, andpayroll transactions while maintaining compliance with CSUpolicies, collective bargaining agreements, and universityprocedures. The successful candidate will have strong analyticalskills to audit payroll data, reconcile discrepancies, monitorlabor costs, prepare management reports, and develop systems thatimprove data integrity and operational efficiency. They will serveas a key liaison between departmental staff, Payroll, and HumanResources to resolve timekeeping issues, support compliancerequirements, manage attendance records, and administer studentpayroll programs.

In addition, the ideal candidate will provide comprehensivepersonnel and employee relations support by coordinatingappointments, separations, leaves of absence, work schedulechanges, and other employment transactions. They will maintainemployee records, oversee leave management and workers'compensation programs, monitor compliance with medical monitoringrequirements, and analyze workforce trends to support strategicplanning and operational decision-making. The candidate will alsocoordinate department-wide recruitment and onboarding activities,guiding hiring managers and candidates through the hiring processwhile ensuring new employees receive the resources and informationneeded for a successful transition. Strong organizational,communication, and customer service skills are essential, as thisindividual will manage sensitive personnel information, maintainworkforce data, support emergency response readiness, provideoperational analysis, and contribute to continuous processimprovement initiatives while ensuring adherence to all universityand departmental policies and procedures.

Ability to follow all university policies,procedures, and guidelines including but not limited to safety,civility, information security, and non-discrimination policies andprocedures. Ability to contribute to a positive universityexperience for each and every student and assist in achieving theuniversity's commitment to a "vision of excellence."

Education and Experience
  • Equivalent to a bachelor's degree and two (2) years of relatedexperience required.
  • Experience creating and managing operational systemspreferred.
  • Payroll or HR experience preferred.
Licenses / Certificates
  • Valid CA Driver License to operate university vehicles preferred. Employees who are required to operate motorized vehicles and/or usetheir personal vehicle more than once a month on Universitybusiness are required to take a mandatory Defensive Driving courseand enroll in the DMV Employee Pull Notice (EPN) Program.
Physical Summary
  • Sedentary work - Involves mainly sitting. Walkingand standing are minimal. Lifting is limited to lightweight objects(10 pounds or less).
