NYC Department of Health and Mental Hygiene seeks an Accountant to perform payroll analysis ensuring accurate, timely employee compensation. You will analyze PMS and Pi data, approve retroactive pay changes, handle overpayments, and respond to inquiries via tickets and the Payroll Hotline.

Strong Excel/Word/Outlook skills and knowledge of CHRMS, RMDS, FMS, and CityTime are preferred. Minimum qualifications include a baccalaureate degree with accounting credits or a NY CPA license, plus required

Qualifications

  • Baccalaureate degree with 24 accounting credits incl advanced accounting and auditing.
  • New York State CPA license.
  • 1 year as Accountant - Assignment Level I or 2 years full-time accounting/auditing experience.

Responsibilities

  • Analyze payroll information from PMS and Pi to ensure accurate processing.
  • Approve pay adjustments from retroactive changes and audits.
  • Process overpayments/underpayments and respond to inquiries.
  • Address Payroll Hotline and Service Ticket inquiries promptly.
  • Ensure correct payments by reviewing payroll reports and systems.
  • Compute one-time leave payouts and settlements.

Job description

The Division of Finance has central responsibility and authority for policy analysis, program development, performance tracking and improvement, financial management, resource maximization and technical assistance. Finance helps to ensure that programs and administrative operations have the information, analysis, funding, and technical capacity to deliver critical services effectively and meet DOHMH's objectives.

Position Summary

The candidate will perform professional accounting and payroll analysis functions to ensure employees are compensated accurately and in a timely manner.

Job Duties And Responsibilities

Analyze transactional information on payroll reports generated from changes processed in the Payroll Management System (PMS) in the Payroll Information system (Pi).

Approve pay generated from retroactive salary adjustments due to changes processed from collective bargaining agreements and audits

Process overpayment letters, communicate with employees regarding overpayments and underpayments

Respond to inquiries from employees via Service Tickets and Payroll Hotline

Ensure payments to employees are correct by reviewing appropriate payroll reports and required payroll systems.

Analyze leave without pay details on report.

Respond to inquiries from employees and internal bureaus e.g., Human Resources and Oversight Agencies concerning payroll issues and discrepancies.

Compute one-time payment for unused leave balance to separated employees, and legal settlements.

Preferred Skills

The ideal candidate should have knowledge of Payroll Management System (PMS), Citywide Human Resources Management System (CHRMS), Payroll Information System (Pi), Reports Management Distribution System (RMDS), Financial Management System (FMS) and CityTime.

Minimum Qualifications
  • A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
  • A valid New York State Certified Public Accountant license.

To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
