Job summary

Tumwater School District No. 33 is seeking a Payroll Coordinator in the District Office to manage payroll and leave data for district employees and vendors. This continuing, full-time role supports accurate monthly payments and regulatory compliance.

Qualified candidates will have a high school diploma or higher, payroll-focused experience in education, and a criminal history clearance. The position offers a regular schedule and benefits information is provided on request.

  • Ensure compliance with applicable policies, procedures, and timelines.

Continuing Position

8 hours/day, 260 days/year
RATE OF PAY: $41.12 - $45.50

QUALIFICATIONS: High School diploma or equivalent and Payroll/Accounting work experience and/or work experience in an educational setting required; Associate of Arts degree or 5 years successful job-related experience preferred; Criminal Justice Fingerprint Clearance.

ESSENTIAL FUNCTIONS

This list of essential functions is not exhaustive and may be supplemented as necessary and without notice. Depending upon individual assignments, the Payroll Coordinator performs all or a combination of several of the following duties:

  • Compile and process employee payroll and leave data from multiple sources including paper documents and electronic systems to ensure accurate and timely monthly payments to district employees and vendors.
  • Work in conjunction with Payroll and Benefits Coordinator in the oversight of all aspects of payroll processing, ensuring the accuracy and timeliness of payroll and payroll-related information. This includes oversight of negotiated contracts and laws pertaining to IRS, Social Security, Employment Security, Labor & Industries, garnishments, and liens.
  • Prepare and submit payments and required reports to Internal Revenue Service, Social Security Administration, Department of Social and Health Services, and other agencies.
  • Review and verify payroll and leave data to reconcile and balance payroll records; and to identify and resolve errors and discrepancies.
  • Perform employee orientations and collection and processing of all paperwork.
  • Balance deductions to statements: taxes, dues, garnishments, and miscellaneous deductions.
  • Perform special payroll processing activities such as retroactive pay adjustments, fiscal year start-up, contractual changes, fiscal end of year, wage garnishments, etc. to maintain compliance with all applicable policies, procedures, timelines, laws, agreements, requirements, and guidelines.
  • Develop customer-friendly communications to ensure clarity with regard to schedules, processes, resolution of concerns, and response to questions.
  • Research, analyze, and compile payroll information to meet district management needs and to provide information requested by other departments and organizations.
  • Input, research, analyze, format and organize payroll data as needed or requested to produce and provide data, information, reports and records for directors or other administrators for collective bargaining, budgeting, etc.
  • Maintain knowledge of all union and non-union personnel agreements.
  • Coordinate development and maintenance of electronic systems and district procedures to promote efficiency and reliability in collecting, calculating, and maintaining payroll and leave records.
  • Train staff on accessing needed information from the payroll/accounting system.
  • Work collaboratively with Human Resources and Accounting staff to ensure efficient and accurate processing of payroll and leave information.
  • Regularly monitor and evaluate payroll system internal controls, functions, policies and procedures to ensure accuracy and timely work production.
  • Keep abreast of changes to maintain compliance with all applicable Board policies and procedures, union agreements, district, county, state and federal rules, regulations, laws, policies and procedures. Recommend changes to supervisor.
  • Maintain professional and technical knowledge by: attending educational workshops, meetings, and/or training courses; reviewing professional publications; establishing professional networks; participating in professional organizations.
  • Model a high level of integrity and commitment. Focus on problem solving.
  • Maintain and protect confidential information.
  • May serve on various district committees and/or departmental work teams.
  • Prepare periodic payroll reports needed for all federal, state, and local agencies. This includes, but is not limited to, quarterly IRS 941, worker’s compensation, and employment security reporting as well as annual IRS W2 processing.

REQUIREMENTS
  • Prior job related experience with increasing responsibility
  • Proven leadership ability; able to train and direct the work of others in a positive manner
  • Ability to work with minimum or no supervision and provide guidance to other staff
  • Confidence meeting with staff, flexibility to handle numerous interruptions, and strong communication skills
  • High level of computer skills and ability to operate standard office equipment, including Excel, MS Word, WESPaC/Qmlativ,RedRover, InformedK12, and state and district computer programs
  • Knowledge of district policies, state and federal laws, rules and regulations related to payroll and employee leave and benefits
  • Ability to prioritize and manage workload to meet inflexible deadlines including the flexibility to work additional hours when necessary
  • Work well with others from diverse backgrounds. Remain open to other’s ideas and contribute to building a positive team environment.
  • Ability to maintain concentration and attention to detail while managing multiple priorities.
  • Command of English in both written and verbal form
  • Knowledge of financial record keeping and document retention practices
  • Establish and maintain positive working relationships with staff, administrators and community members
  • Ability to sit for prolonged periods, work independently, understand and carry out oral and written instructions, interact positively with persons of different age groups and cultural backgrounds
