Job summary

California Department of Public Health (CDPH) is seeking a Payroll and Benefits Specialist in Sacramento. The role handles personnel transactions, payroll processing, benefits administration, and compliance with state policies.

Qualifications

• Progressively complex personnel and payroll processes handling.
• Research and apply laws, rules from SPB, CalHR, SCO, CalPERS, and CDPH reference materials.

Responsibilities

• Process personnel transactions: appointments, promotions, transfers, reinstatements, retirements, separations, salary adjustments, changes in employment status.
• Review and process personnel actions for accuracy and compliance with state policies and procedures.
• Determine employee salaries and maintain employment history in state systems.
• Process payroll transactions: master payroll, overtime, supplemental pay, garnishments, and overpayments.
• Reconcile payroll records and resolve discrepancies.
• Administer employee benefits enrollment and changes.
• Audit and maintain leave balances, timekeeping, and personnel files.
• Input and monitor leave data in CLAS.
• Provide guidance to employees and management on payroll and benefits processes.
• Research, analyze, and resolve payroll and personnel issues per laws and policies.
• Assist with payroll-related projects and reports.
