  • Proficient in payroll/HRIS systems and Microsoft Excel; strong attention to detail.
  • Excellent organization, time management, and discretion with confidential information.
  • Strong communication across all levels, including field personnel; able to manage multiple priorities.
  • Experience with Dayforce CRM is strongly preferred.

Payroll and Compliance Records Specialist (On-Site)

Position Summary

The Payroll & Compliance Records Specialist administers weekly and special payroll, certified payroll reporting, and employee/payroll recordkeeping in a fast-paced construction environment, ensuring compliance with federal, state, and local labor regulations, including prevailing wage requirements on government and public works projects. The role partners with Accounting and HR leadership on payroll accuracy, job cost allocation, regulatory compliance, and recordkeeping for field and office employees across multiple states. The ideal candidate is detail-oriented, organized, and experienced in payroll administration and compliance documentation, preferably in construction. This is an on-site position in our Grand Prairie, TX headquarters.

Essential Duties and Responsibilities
Payroll Administration
  • Process weekly, special, and off-cycle payroll (bonuses, retro pay, corrections, per diem, final pay) accurately and on deadline.
  • Review, audit, and validate multi-site timecards for accuracy, approvals, and job cost coding.
  • Coordinate payroll changes (new hires, terminations, rate changes, promotions, deductions) and reconcile payroll reports with Accounting.
  • Ensure compliance with wage and hour laws; maintain payroll documentation for audits and support labor/financial reporting.
Certified Payroll & Compliance
  • Prepare and submit certified payroll reports per prevailing wage laws (e.g., Davis-Bacon); monitor wage determinations, classifications, and fringe benefits.
  • Maintain audit-ready documentation for government agencies, contractors, and clients; respond to certified payroll inquiries and audit notices.
  • Coordinate with project managers/field leadership for labor data; track apprentice ratios and workforce classification compliance.
Employee & Payroll Records Management
  • Maintain accurate, confidential personnel and payroll files (electronic and paper) per retention requirements.
  • Manage onboarding documentation (employment forms, I-9s, certifications, licenses, training records) and track status changes and leaves.
  • Support offboarding, final documentation retention, and regulatory/audit documentation requests.
HR & Operational Support
  • Support onboarding/offboarding in coordination with HR and hiring managers.
  • Maintain payroll/HRIS data integrity, generate leadership reports, and assist with process improvement initiatives.
  • Assist HR Manager with projects and other HR tasks as needed.
Qualifications
Education and Experience
  • Associate or Bachelor's degree in HR, Business, Accounting, or related field preferred; equivalent experience considered.
  • 2-4+ years of payroll, HR administration, or records management experience; construction industry and certified payroll/prevailing wage experience strongly preferred; multi-state payroll experience a plus.
Knowledge, Skills, and Abilities
  • Knowledge of payroll processes, wage and hour regulations, and employment documentation; familiarity with prevailing wage laws (Davis-Bacon) preferred.
  • Proficient in payroll/HRIS systems and Microsoft Office (especially Excel); strong attention to detail and accuracy.
  • Excellent organization, time management, problem-solving, and discretion with confidential information.
  • Strong communication skills across all levels, including field personnel; able to manage multiple priorities and deadlines.
  • Previous experience in CRM's, specifically Dayforce, strongly preferred.
Preferred Certifications
  • CPP (Certified Payroll Professional), PHR or SHRM-CP, or other related payroll/HR certifications.
Work Environment & Physical Requirements
  • Primarily office-based with frequent interaction with field personnel; fast-paced, deadline-driven environment; occasional job site travel (PPE may be required).
  • Prolonged sitting/computer work; ability to occasionally lift files or materials up to 20 lbs.
