Job summary

Frederick County Virginia Government is seeking a detail-oriented Payroll Administrator to oversee countywide payroll operations, ensuring accurate and on-time compensation in compliance with federal, state, and local laws.

The role leads payroll processing, internal controls, and collaboration with Human Resources to integrate employee data. A four-year degree and at least one year payroll/timekeeping experience are required; CPP is preferred.

Qualifications

  • Four-year degree in Business Administration, Accounting, Finance, or equivalent experience.
  • Minimum one year payroll/timekeeping experience, preferably in the public sector.
  • Strong knowledge of payroll and timekeeping, benefits, taxation, reporting, garnishments.
  • CPP certification is preferred.

Responsibilities

  • Plan, direct, and process semi-monthly payroll for all employees.
  • Interpret federal/state payroll tax regulations and advise management.
  • Prepare complex payroll reports, tax filings, and year-end reporting (W-2s).

Job description

We are looking for a detail-oriented and dependable Payroll Administrator to oversee and administer countywide payroll operations, ensuring employees are compensated accurately, on time, and in compliance with applicable federal, state, and local laws and regulations. This position is responsible for maintaining the integrity of payroll systems, processes, and procedures; resolving complex payroll issues; and exercising independent judgment in carrying out assigned responsibilities. The Payroll Administrator also supervises payroll staff and works collaboratively with departments and employees to ensure efficient, accurate, and responsive payroll services.

Work Hours:
  • This is a full-time, in-office position scheduled Monday through Friday, from 8:30 a.m. to 5:00 p.m.
  • Work hours may occasionally extend beyond the normal business day or workweek as needed to meet job responsibilities.
As a Payroll Administrator, you will:
  • Provide leadership in implementing payroll best practices, efficient processes, and internal controls.
  • Plan, direct, and process semi-monthly payroll for full-time and part-time employees.
  • Interpret and apply federal and state payroll tax regulations, including taxable fringe benefits, and advise management accordingly.
  • Prepare and review complex payroll reports, reconciliations, accounting records, tax filings, deposits, and year-end reporting, including W-2s.
  • Investigate and resolve complex payroll issues and implement corrective procedures.
  • Collaborate with Human Resources to ensure accurate integration of employee, payroll, and benefit data.
  • Administer garnishments, deferred compensation, optional benefits, cafeteria plans, VRS contributions, life insurance, and related reporting.
  • Maintain payroll records and procedures in compliance with applicable federal, state, and local laws and regulations.
  • Assist with audits and payroll system enhancements, including testing, implementation, and process improvements.
  • Maintain knowledge of applicable employment and payroll laws, including FMLA, FLSA, USERRA, and state provisions related to public safety employees.
  • Provide guidance to departments on payroll matters and oversee timesheet processing and reconciliation.
  • Any combination of education and experience equivalent to graduation from a four-year accredited college with a degree in Business Administration, Accounting, Finance, or any comparable work experience performed in a similar professional environment that provides the required knowledge, skills, and abilities.
  • A minimum of one (1) year of payroll and timekeeping experience, preferably in the public sector.
  • Comprehensive knowledge of payroll and timekeeping practices, including employee benefits administration, taxation, reporting requirements, and laws governing garnishments, levies, and other deductions from wages.
  • Professional certification from a recognized payroll-related organization, such as Certified Payroll Professional (CPP), is preferred.
