Qualifications

• High School Grad or Equivalent.
• 6 years engineering, mechanical, electrical or electronics design, fabrication, installation, calibration, testing, maintenance, data collection, computer science experience.
• Valid driver’s license; driving a state vehicle.
• Pavement Distress Rater certification within one year of hire if performing pavement evaluations.

Responsibilities

• Collect and analyze pavement field data using destructive and non-destructive testing methods for design, rehabilitation, and forensic investigations.
• Review and validate statewide pavement management system data; process pavement performance information; develop reports and assist with data quality audits.
• Support pavement engineering activities including condition assessments, materials testing, design, and forensic evaluations.
• Conduct pavement data audits to ensure completeness and accuracy of data; monitor quality assurance and storage of data.
• Attend data collection activities; travel as needed (up to 25%).

Position Information

The TxDOT Houston District Laboratory is seeking a qualified professional to join our team as a Pavement Engineering Specialist. This position works directly with pavement engineers to collect and analyze pavement field data through both destructive and non‑destructive testing methods for pavement design, rehabilitation, and forensic investigations. The specialist will review and validate statewide pavement management system data, process pavement performance information, develop reports, and assist with data quality audits. This role supports a wide range of pavement engineering activities, including pavement condition assessments, materials testing, pavement design, and forensic evaluations. Performs data collection and processing, operates automated pavement measurement equipment and provides technical support for automated measurement equipment. Work may require extensive travel for data collection activities. Work requires contact with other governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

• Assists in data processing and compilation.
• Coordinates and schedules statewide or district wide data measurement and collection activities, including research projects, load zoning, forensic investigations and pavement evaluation/design projects.
• Evaluates construction bids and makes recommendations.
• Operates or oversees operation of automated pavement measurement equipment.
• Performs data analysis to evaluate equipment.
• Processes collected data in preparation for analysis.
• Performs other job responsibilities as assigned.

• Provides guidance to providers of professional services in pavement-related activities.

Conducts and oversees pavement data audits to ensure completeness and accuracy of data, monitors quality assurance and verifies proper editing and storage of collected data.

• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: High School Grad or Equivalent in general high school studies.

Experience: 6 years engineering, mechanical, electrical or electronics design, fabrication, installation, calibration, testing, maintenance, data collection, computer science experience. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

• Valid driver’s license. This position requires driving a state vehicle.
• Must obtain Pavement Distress Rater certification within one (1) year of date of hire if performing pavement evaluations.

• Using computers, applicable programs, applications, and systems
• Reading and interpreting applicable plans, schematics, blueprints and maps
• Ability:
  • Communicate effectively

• This job has been identified as physically demanding and will require a pre-employment physical.
