The San Francisco Department of Public Health (SFDPH) aims to protect and promote the health of all residents through its divisions, including the San Francisco Health Network and Population Health. Role Description

Under general supervision, supervises a unit involved in processing healthcare claims for reimbursement. Responsibilities include monitoring accounts, bills, reports, enforcing policies, tracing and adjusting bills, assisting patients and third-party payors, and supporting the Patient Accounts Supervisor.

Essential Duties
  • Supervises staff processing claims for reimbursement, reviews work for completeness, resolves issues, and manages related administrative tasks.
  • Uses reports to monitor accounts, ensure timely processing, and identify problem areas.
  • Implements procedures in compliance with State and Federal reimbursement laws, and enforces existing procedures.
  • Researches and traces reimbursement denials, makes billing adjustments, and researches private insurance claims.
  • Assists patients with forms and inquiries, manages third-party payor communication, and verifies Medi-Cal status.
  • Supports the supervisor during absences and assists in preparing audit reports.
Minimum Qualifications

Two (2) years of experience in billing, claims processing, or healthcare reimbursement from Medi-Cal, Medicare, insurance, or third-party payors in a healthcare setting. One year of full-time work equals 2,000 hours.

Desirable Qualifications
  • Knowledge of medical claims processing, Medicare, Medicaid, and insurance billing rules.
  • Understanding of accounts receivable principles.
  • Experience with HIPAA electronic transactions and code sets like ICD-10, HCPCS.
  • Ability to explain policies clearly, supervise staff, and apply billing methods.
