Job Summary

*** Telework (Within Minnesota or Neighboring States) and flexible hours options are available.***

This position is responsible for the coordination of all efforts related to partner relations and training for the central grants office (CGO) and for the development and delivery of trainings for both internal program staff and external grantees, partners, and community providers. Additionally, the position is responsible for providing technical assistance with internal staff and external partners for grant administration and management.

Responsibilities include:

  • Manage central grants office staff in the Partner Relations and Training unit.
  • Provide leadership and direction for cross-agency and statewide trainings, technical assistance, and partner relations.
  • Manage resources and budget, establish partnerships, align efforts across the agency for the development and maintenance of trainings, processes, and technical assistance to strengthen internal capacity and external partner relations.
  • Direct the development and maintenance of DHS (internal) training curricula to assure operational functionality based on continuous improvement concepts, consistent with regulations, policies, and other requirements.
  • Direct the development of external trainings and provide effective technical assistance to assure excellent partner relations and community engagement in the grant administration process and management of grants.
Qualifications
Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

  • Experience as a supervisor, leadworker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
    • 1+ year of experience identifying issues, goals and strategic actions
    • 100+ hours per year time commitment

AND

Four (4) years specialized professional experience in a human services program performing the following duties:

  • Experience with grant-making requirements and regulations.
  • Experience managing large, complex projects.
  • Experience working in Contracts Integration System (CIS), Agile Apps, or other contracts management systems; Technical background in contracts or grants management.
  • Experience with conducting research, and review state/federal regulations and other best practices to help establish compliance program goals and standards related to grant management.
  • Knowledge of the state systems, processes, and procedures related to grant management.
  • Experience with grant finance management including but not limited to conducting pre-award risk assessment, financial reconciliations, invoice tracking, and financial reviews/monitoring.
Preferred Qualifications
  • Project Management Professional Certification or Lean Six Sigma Certification.
  • Strong human relations and communication skills; ability to communicate clearly and professionally both verbally and in writing; ability to respond openly to requests and concerns.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
