Position Overview:

ICF is seeking a Partner, Digital Client Solutions to lead opportunities for ICF Next’s Digital business. @ ICF Next,we are fearless in finding new ways to solve problems, relentless in making sure it pays off for our clients and committed to making a positive change in the world. This highly visible position will report to the Digital line of business leader and work with the most senior leaders across ICF to position for digital and customer experience opportunities, drive capture, and lead winning proposal efforts. The ideal candidate must be able to leverage ICF’s deep mission understanding of customers’ needs and objectives focused in the area of digital service delivery. The candidate must bring an established understanding of the dynamics and intricacies of the full capture lifecycle and be able to identify numerous wins where they developed and executed a successful capture and proposal with a federal agency. This role will be based in the Washington DC area as a hybrid position assigned to ICF’s Reston, VA headquarters office. Remote candidates with strong qualifications and experience will be considered.

As a Partner, Digital Client Solutions, you will:

• Lead capture strategy, solution development, positioning, pricing, and proposal efforts for opportunities ranging from $10-$50 million, in collaboration with division leadership.


• Coordinate with ICF’s strategic capture team, enterprise proposal support, and CTO to align appropriate opportunity support for large deals.


• Research the latest trends impacting citizen services, acquisition trends, modernization program design, and customer experience in the federal government context.


• Facilitate teaming conversations and help manage ICF’s reputation as a reliable teaming partner for small businesses.


• Facilitate high-impact meetings and workshops that draw from HCD methodologies to define winning solutions and proposal strategies.


• Provide thought leadership by participating in industry meetings and contributing content to ICF Next blogs, whitepapers, and at conferences.

Basic Qualifications:

• 10+ years’ experience in a strategic role related to product or service design and technology


• 15+ years' overall related work experience within digital experience and modernization


• 5+ years experience leading the Capture Process for federal opportunities, from opportunity identification, positioning and qualification through proposal development and opportunity closing.


• 5+ years experience driving proposal development for federal opportunities, including proposal coordination, writing, and reviewing for the technical approach, management and staffing, and business volume.


• 5+ years experience driving proposal development for federal opportunities, including proposal coordination, writing, and reviewing for the technical approach**, including software development and systems modernization content**, management and staffing, and business volume.


• Professional Skills Experience supporting Federal Civilian and state agency contracts and success across various customer domains within the federal and state government.


• Experience shaping technical solutions and win strategy for complex opportunities, working alongside technical leads and architects to translate solution approaches into a differentiated, winning position.


• Resourceful and self-starter — ability to develop and maintain relationships with a wide range of individuals, both internally and externally.

Preferred Qualifications:

• Bachelor's Degree


• Experience defining, growing, and selling UX design and research capabilities as a differentiator in the federal market


• 5+ years experience driving proposal development for federal opportunities, including proposal coordination, writing, and reviewing for the technical approach**, including software development and systems modernization content**, management and staffing, and business volume.


• Successful experience supporting orals and coding challenge (i.e. tech challenge) teams competing for federal contracts.

Pay Range:

There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position based on full-time employment is: $173,945.00 - $295,706.00 Reston, VA (VA30)
