Summary

Job Description To perform routine unskilled manual work in building and grounds maintenance. Work involves the operation of light equipment, such as vacuum cleaners, mops, and brooms. Work includes cleaning floors, windows, and bathrooms, replacing bulbs and fixtures, and other routine building maintenance. Work is performed under general supervision and is evaluated through observation and inspection to determine the thoroughness in carrying out assigned duties.

Essential Duties And Responsibilities

NOTE: This job description is not intended to be all-inclusive. Employees may perform other related duties as needed to meet the needs of the organization.

  • Establishes and maintains schedule of routine janitorial and general maintenance work required to keep up appearance and safety of library facilities and grounds (public and office areas), and performs custodial duties on a regular basis. For example, but not limited to – vacuums carpets; cleans and maintains furniture in public and staff areas; cleans glass and counter areas; dusts shelves; empties trash cans and hauls waste to dumpster; straightens tables and chairs; cleans restrooms and changes supplies; picks up scraps of debris; damp or dry mops; assists staff in arrangement of furniture, equipment, etc.; orders and maintains inventory of cleaning equipment, janitorial and other building supplies; runs errands pertaining to custodial duties.
  • Performs preventative maintenance work and/or repair on library facilities, buildings, grounds and related equipment.
  • Makes minor repairs to defective plumbing, electrical wiring, computer cabling, window panes, lights, furniture, equipment, etc.
  • In cooperation with other staff, empties book drops.
  • Works closely with the Friends of the Library moving, sorting, labeling and storing donated books.
  • Assists in keeping sidewalks cleared of debris.
  • Sets up meeting rooms (table and chair arrangements) for scheduled events.
  • Performs other duties as assigned.
Required Education/Experience

Graduation from High School or GED and one (1) or more years experience in general maintenance of facilities and buildings

Special Requirement

Valid N.C. driver's license and acceptable driving record.

Knowledge, Skills And Abilities
  • Working knowledge of the methods and techniques applied in unskilled manual labor and custodial work.
  • Working knowledge of the standard practices, materials, tools and equipment utilized in the cleaning and maintenance of buildings.
  • Working knowledge of standard hand tools, operation of light equipment and materials used in assigned work.
  • Working knowledge of the occupational hazards and applicable safety precautions associated with assigned work.
  • Ability to work cooperatively as a team member, work productively without close supervision, and respond courteously to citizens and employees.
  • Ability to understand and follow specific oral and written instructions.
Physical Requirements

Work in this class is defined as medium work requiring physical exertion of in excess of 50 pounds of force occasionally, and/or in excess of 20 pounds of frequently, and/or up to 10 pounds of force constantly to move objects. Employee has to perform physical activities such as climbing, balancing, stooping, kneeling, crouching, reaching, walking, standing, pushing, pulling, lifting, grasping, feeling talking, and hearing. Employee must have the visual acuity to visually inspect small defects or parts, operation or inspection of machines and earth moving equipment, use measurement devices and to determine the neatness and accuracy of work assigned. Employee must have the stamina to work for extended periods, some of which are in emergency situations.

Working Conditions

Work is performed in both inside and outside environmental conditions including extreme heat and cold. Employee is subject to noise which may cause the employee to shout in order to be heard above the ambient noise level. Employee is subject to vibration, such as exposure to oscillating movements of the extremities or whole body and is also subject to workplace hazards including proximity to moving mechanical parts or exposure to chemicals, oils and fuels. Employee is subject to atmospheric conditions due to exposure to fumes, odors, dusts and oils. Vocal communication required for expressing or exchanging ideas. Hearing is required to carry out oral instructions.

Health, Dental And Vision Insurance

The City of Washington provides, at no cost, employee only coverage for Medical (High-Deductible with H.S.A), Vision and Dental insurance. Coverage is available for all regular status full-time employees scheduled to work 40 hours. Employees may also choose to cover eligible dependents. Benefits begin on the 1st day of the month following 30 days of employment.

Paid Life Insurance

The City provides $15,000 of term life insurance and $15,000 of accident death insurance to all full-time employees at no cost. Employees may elect additional coverage, including dependent coverage, at their own cost.

Employer Paid Leave

Paid Vacation: Full-Time employees earn 8 hours of vacation leave per month. Leave accruals increase based on the number of years of City service. (Ex: at 5 years increases to 10 hours per month)

Paid Holidays: The City of Washington observes 13 paid holidays per calendar year. The approved holidays are New Year's Day, Martin Luther King Jr. Day, Good Friday, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, 2 days at Thanksgiving and 3 days at Christmas.

Sick: Full-Time employees earn 8 hours of sick leave per month (Fire Personnel earn 14.15 hours). Sick leave hours accumulate without limits and may be used toward credible service upon retirement from the NC Local Government Retirement System.

Retirement

The City assists our employees in securing their financial future during retirement by participating in the Local Governmental Employees' Retirement System, administered by the State of North Carolina. Regular status employees, scheduled to work 20 hours or more per week, become members in the retirement system upon employment. As a member of this system, employees are required to contribute 6 percent of their gross salary on a tax-deferred basis.

Deferred Compensation Plans

To further assist employees in saving for retirement, the City offers two supplemental retirement savings programs. These programs offer employees an opportunity to save a portion of their salary on a tax-deferred basis to supplement their retirement benefit. The programs offered are 401(k) Supplemental Retirement Income Plan and the 457 Plan through Prudential.

Death Benefit

After one year as a contributing member of the Retirement System, a death benefit is provided that is equal to the highest 12 months' salary in a row during the 24 months before death, no less than $25,000 and no more than $50,000. There is no cost to the employee for these benefits.

Pay Periods/Direct Deposit

City employees are paid bi-weekly, every other Friday through direct deposit.
