Job summary

City of Everett seeks a Legislative Aide to manage constituent communications, conduct research, and support City Council operations. The role requires knowledge of municipal processes and discretion in handling inquiries and sensitive information.

Eligibility includes an Associate degree and 1–3 years of related experience; multi-lingual abilities (Spanish, Portuguese or Haitian-Creole) are a plus. Monday evening meetings may be required; this is a regular, part-time position with benefits.

Hours: 24 hours/week

Shift: Schedule includes standard business hours plus City Council biweekly meetings on Monday evenings:

  • Monday 1pm – 5pm, plus City Council 5pm – close every other week (4 hours / approx. 8 hours)
  • Tuesday 8am – 4pm (8 hours)
  • Wednesday 8am – 4pm (8 hours)
  • Thursday 8am -12noon on weeks when City Council does not meet (4 hours)

About The Role

The Legislative Aide manages constituent communications, conducts research, and performs a wide variety of administrative duties related to the effective management of City Council business. This position performs varied and designated duties requiring continuing knowledge of municipal operations and the exercise of some judgment and initiative in responding to inquiries, particularly in situations not clearly defined by precedent or established procedures.

Position Summary
  • Essential duties of the position include, but are not limited to, the following:
  • Provides assistance to the City Council Department and its members, including: scheduling of appointments, committee meetings, regular meetings, and neighborhood meetings; responsible for minutes of agendas, maintenance of agendas, typing of correspondence, filing and maintenance of filing system; taking over the Clerk of Committees duties in their absence, taking notes and reports at committee meetings, setting up meeting dates and posting notices; and creating flyers, petitions and citations upon request.
  • Receives and screens calls and visitors; opens, reviews and distributes department mail; through these procedures and regular communications with the department, maintains broad current knowledge of significant departmental issues and activities in order to serve as liaison between City Council and other city and state officials, members of the public, and other stakeholders.
  • Maintains full confidentiality with respect to departmental and municipal operations, except as required by the Freedom of Information Act.
  • Provides research for City Council, other City Departments and inquiries from public, on matters regarding the City Council.
  • Performs aspects of the department’s administrative, clerical and financial operations, such as assisting with the preparation of financial reports and budgets, assisting with and supporting legal procedural interpretations, supporting City Council members initiating legislation, and other such activities with potential impact on the City Council’s overall operations, City Charter and Revised Ordinances of the City of Everett.
  • Assists with preparing and submitting City Council appropriation request (budget) to pay all salaries and expenses of the City Council, as approved by the City Council President or their designee.
  • Processes department weekly and monthly payrolls, purchasing and ordering supplies, personnel and accounts payable documents; responsible for related filing of such documents, and monitoring the office budget.
  • Prepares quarterly report for President of the City Council or their designee of the budget vs. actuals for each line item in the City Council budget, including stipend requests for Council Officers.
  • Other similar duties as assigned.
Minimum Entrance Requirements

Associate degree in political science, public policy, history, communications or related field and one to three (1-3) years relevant experience, or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

Knowledge, Skills And Abilities

The Legislative Aide produces accurate, clearly-written work under tight deadlines without being managed closely. Proficiency in Microsoft Office and Adobe standard office software is required; must have the ability to quickly learn new municipal programs and software. Ability to conduct independent legislative research and write concise and accurate reports is essential. Excellent verbal and written communication skills, judgement and composure are required for effective stakeholder management and to navigate diverse perspectives. This position requires demonstrated attention to detail and organizational skills to schedule, coordinate, post and track multiple meetings, agendas, minutes, and other correspondence simultaneously. Must possess strong analytical and research skills to review and comprehend complex legislation. Knowledge of the City of Everett and the legislative process is preferred; must have interest in public policy and government operations. Multi-lingual skills in Spanish, Portuguese or Haitian-Creole a plus.

Physical Demand & Working Environment
  • Ability to work in a municipal office setting and attend in-person meetings; must be flexible on Monday evenings to perform job duties
  • Occasionally lift or move office products and supplies, up to 20 pounds.
