Job summary

Black Canyon Consulting (BCC) seeks a Program Planning and Development Manager to support the Lister Hill National Center for Biomedical Communications at NIH. This role is part-time and on-site in Bethesda, MD with the option for remote work.

You will lead program planning and development activities, applying informatics, data science, and clinical research expertise to identify needs, assess trends, and propose new research initiatives, coordinating with internal and external stakeholders.

Qualifications

• Masters, Ph.D., or equivalent degree in informatics, data science, or clinical research.
• Documented research experience showing familiarity with AI/ML approaches in biomedical informatics research.
• Experience in setting scientific agendas, planning and executing meetings/workshops/conferences for diverse stakeholders.
• Proven ability to develop partnerships and collaborations with internal and external stakeholders.
• Strong critical thinking and problem-solving skills.
• Excellent written and oral communication skills for diverse audiences.
• Ability to manage multiple time-sensitive projects simultaneously.

Responsibilities

• Identify program needs and formulate strategies for integrated and responsive efforts.
• Provide leadership and technical expertise in informatics, data science, and clinical research.
• Identify opportunities, research gaps, and recommendations for new research initiatives.
• Evaluate trends and emerging fields to ensure alignment with the agency’s mission.
• Coordinate support mechanisms to balance the program within resources and objectives.
• Conduct scientific/administrative reviews of applications from a programmatic viewpoint.
• Provide expert advice on research proposals in the assigned program area.
• Prepare information for advisory/review committee meetings and address proposals.
• Coordinate program efforts with NIH staff offices and divisions to ensure collaboration.
• Coordinate scientific/technical management of grants/contracts and liaise with grantees and NI peer review groups.
• Organize workshops, conferences, and symposia to foster collaboration.
• Stay abreast of developments in the scientific field and represent the Institute at meetings.
• Respond to information requests related to assigned responsibilities.
• Act as liaison with Communications to develop content for the Division’s website.
• Facilitate collaboration with Institute components, other ICs, DHHS agencies, and external partners.
• Serve as a scientific liaison with other ICs, NIH scientists, and external organizations.
