The City of Corsicana is seeking an entry-level Human Resources Assistant to provide administrative and operational support to the Human Resources Department. This role offers an opportunity to develop knowledge in the HR field while handling recruitment, onboarding, records, benefits, and employee communications.

You will work alongside the HR Generalist and other departments, gaining exposure to recruitment events, onboarding, planning, and HR administration in a municipal setting.

Qualifications

  • College coursework or degree in HR, business, public administration preferred.
  • Willingness to train and develop HR career.
  • Equivalent combination of education, training, experience may be considered.

  • Prepare employee communications and HR documents; assist with HRIS and records management.

The Human Resources Assistant is an entry-level position designed to provide administrative and operational support to the Human Resources Department while providing an opportunity to develop knowledge and experience in the human resources profession.

This position will assist with a variety of Human Resources functions including recruitment, hiring, onboarding, employee records, benefits, training, employee communications, engagement activities, and general HR administration. The position will work closely with the Human Resources Generalist and other City departments and will have the opportunity to learn and progressively assume additional Human Resources responsibilities.

  • Assist with the City's recruitment and hiring processes, including preparing and posting job announcements, monitoring employment applications, scheduling interviews, communicating with applicants, and maintaining recruitment records.
  • Assist with recruitment events, job fairs, career outreach, and other efforts to attract qualified candidates.
  • Assist in creating social media and digital content that highlights city employment opportunities, events, and employee programs.
  • Assist with civil service examinations, promotional processes, applicant testing, interview scheduling, and related documentation.
  • Prepare onboarding materials, forms, identification items, and other new-hire documentation.
  • Assist with ensuring required employment documents are completed and properly maintained.
  • Enter and update new employee information in the City's HR and personnel systems.
  • Maintain accurate and confidential employee personnel records in electronic and physical formats.
  • Assist with electronic document management, scanning, indexing, digital filing, and records retention.
  • Maintain confidentiality of employee and applicant information and follow applicable records-retention and privacy requirements.
  • Assist employees with general questions regarding City policies, benefits, forms, procedures, and HR services.
  • Assist with benefits enrollment, annual open enrollment, employee benefit communications, and related administrative activities.
  • Assist with coordinating employee training, meetings, orientations, and professional development activities.
  • Assist with employee recognition, appreciation, wellness, and engagement programs.
  • Assist with preparing employee communications, announcements, newsletters, and informational materials.
  • Assist with developing and maintaining electronic forms, spreadsheets, reports, tracking systems, and other tools used to improve HR processes.
  • Assist with updating the Human Resources section of the City's website, including employment opportunities, forms, announcements, and other information.
  • Identify opportunities to improve efficiency, organization, customer service, and the employee experience within routine HR processes.
  • Respond to employee, applicant, and public inquiries in a courteous, professional, and timely manner.
  • Assist with scheduling appointments, meetings, interviews, examinations, and other HR activities.
  • Assist with special projects and departmental initiatives.
  • Attend meetings and training opportunities to develop knowledge of Human Resources practices, City operations, and applicable laws and regulations.
  • Perform other related duties as assigned.
Education & Experience
  • High school diploma or GED required.
  • Previous office, customer service, administrative, or Human Resources experience is preferred but not required. College coursework, a degree, or current enrollment in Human Resources, Business Administration, Public Administration, or a related field is preferred.
  • An equivalent combination of education, training, experience, and demonstrated ability to successfully perform the essential functions of the position may be considered.

  • Ability to identify errors or missing information and take appropriate steps to correct or resolve routine issues.
  • Ability to work independently while also functioning effectively as part of a team.
  • Ability to demonstrate professionalism, discretion, dependability, initiative, and a positive attitude.
  • Ability to understand and follow City policies, procedures, and established HR practices.
  • Ability to establish effective working relationships with employees and the public.
Physical Demands & Working Environment

While performing the duties of this job, the employee is regularly required to sit, walk and stand; talk and hear; use hands to handle, feel or operate objects, tools or controls; reach with hands and arms; and perform repetitive movements of hands or wrists. Specific vision abilities required for this job include close vision and the ability to adjust focus.

Primarilyoffice-based environment where the noise level is usually quiet with occasional work at events or meetings. This is a part-time position and the schedule is flexible.

Conditions of Employment

The City of Corsicana has established the goal of a 100% drug and alcohol-free workplace. Applicants will be required to undergo drug and alcohol testing prior to employment and will be subject to further drug and alcohol testing throughout their period of employment. Must have and maintain a valid Texas Motor Vehicle Driver’s License. Must have and maintain a satisfactory driving record. Punctuality and regular attendance is required. Must satisfactorily complete a one-year probation period.
