Job summary

City of Lowell seeks an Athletic Programs Specialist to assist the Parks and Recreation Director in planning, coordinating, and operating youth, adult, and senior athletic programs.

You will coordinate teams, schedules, work with coaches and volunteers, prepare fields and facilities, supervise events, and manage registrations and records, ensuring safety and efficiency year-round.

Qualifications

  • Bachelor’s degree in Physical Education, Recreation, Athletics, or related field.
  • Experience in municipal parks and recreation programs preferred.
  • Equivalent combination of education and experience accepted.

Position Summary

The Athletic Programs Specialist assists the Parks and Recreation Director with the planning, coordination, and operation of the City’s youth, adult, and senior athletic programs. Responsibilities include coordinating teams and schedules, working with coaches and volunteers, preparing athletic fields and facilities, supervising games and practices, managing registrations and records, and ensuring programs operate safely and efficiently.

Work is performed both indoors and outdoors and may involve varying weather conditions and the operation of equipment. The position reports to the Parks and Recreation Director.

Essential Duties and Responsibilities
  • Coordinates and implements the City’s athletic programs for youth, adults, and seniors.
  • Develops and maintains athletic schedules, team rosters, standings, and program records.
  • Coordinates team formation and works with coaches, officials, volunteers, parents, and participants.
  • Supervises games, practices, league activities, and other athletic events.
  • Processes sports registrations, memberships, and athletic fees.
  • Maintains athletic program information and team data in computer databases.
  • Prepares, organizes, distributes, and maintains athletic equipment and supplies.
  • Prepares and maintains athletic fields, including dragging, lining, mounting bases, and ensuring fields are safe and ready for play.
  • Assists with the maintenance and preparation of recreation facilities, parks, restrooms, concession areas, and other City facilities.
  • Performs routine cleaning, trash removal, and graffiti removal as needed.
  • Inspects parks, athletic fields, and recreation facilities for safety concerns and maintains appropriate records.
  • Responds to service requests, complaints, and concerns related to athletic programs, facilities, and grounds.
  • Addresses program issues and assists in resolving concerns involving parents, coaches, participants, and volunteers.
  • Maintains program inventories, purchases routine supplies, and makes recommendations regarding larger purchases.
  • Provides direction to staff and volunteers and ensures proper work and safety procedures are followed.
  • Prepares reports and maintains accurate records related to athletic programs and department activities.
  • Assists with community and special events and other Parks and Recreation programs
  • Performs related duties as assigned.
Knowledge, Skills, and Abilities
  • Knowledge of recreational and athletic program planning, coordination, and operation.
  • Knowledge of major team and individual sports.
  • Knowledge of recreation facilities, equipment, supplies, and field preparation.
  • Basic knowledge of event planning, promotion, and evaluation.
  • Basic knowledge of Microsoft Word, Microsoft Excel, databases, and other technology used for recordkeeping.
  • Skill in operating equipment and tools used in athletic and recreation programs.
  • Skill in communication, customer service, and conflict resolution.
  • Ability to work effectively with youth, adults, families, coaches, officials, volunteers, coworkers, and the general public.
  • Ability to organize programs, schedules, records, equipment, and activities.
  • Ability to provide direction and supervise staff and volunteers.
  • Ability to communicate effectively both orally and in writing.
  • Ability to maintain accurate records and prepare reports.
  • Ability to identify safety concerns and follow established safety procedures.
Physical Requirements

Must be able to perform physical activities including standing, walking, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, and repetitive motions.

Must be able to perform medium work, including lifting or moving up to 50 pounds occasionally, 20 pounds frequently, and 10 pounds constantly.

Must possess sufficient visual and auditory ability to operate equipment, use a computer, maintain records, and inspect athletic fields and recreation facilities.

Education and Experience

Graduation from a four-year college or university with a Bachelor’s degree in Physical Education, Recreation, Athletics, or a related field, and experience working in a similar capacity in a municipal parks and recreation program; or an equivalent combination of education and experience.

Special Requirements
  • Possession of a valid North Carolina driver’s license.
Working Conditions

Work is performed both indoors and outdoors and may involve exposure to extreme temperatures, equipment, fumes, oils, gases, mists, and other conditions associated with athletic field and facility maintenance.

Salary and Hours

Salary:Grade 12, $15–$19 per hour, depending on experience.

Hours:Variable work schedule based on program needs, generally ranging from 10–19 hours per week. Peak athletic seasons may require additional hours, including evenings and weekends.
