The City of Cedar Hill is seeking an experienced Parks Project Manager to lead capital improvement efforts for parks, trails, and open spaces. Under the Parks & Recreation department, you will provide public engagement support, report to leadership and the City Council, and ensure compliance with accessibility, safety, and regulatory

Qualifications

  • Requires a Bachelor's degree in Landscape Architecture or related field and 5 years in park project management.
  • CAPM certification required.
  • Texas driver’s license required; landscape architect license preferred.
  • PMI-PMP certification preferred.

The City of Cedar Hill is seeking an experienced and visionary Parks Project Manager to help preserve, enhance, and expand one of the most unique park and open space systems in Texas. Located at the gateway to the Texas Hill Country, Cedar Hill is defined by its diverse ecosystems, rolling terrain, and extensive network of parks, trails, greenbelts, and preserves. The Cedar Hill City Council, recognizing the important role that open space and access to nature plays in wellness and quality of life, has set a goal to preserve 25% of land in Cedar Hill as open space. This commitment is supported through strong partnerships with conservation organizations, regional agencies, and community stakeholders working together to protect more than 4,000 acres of natural assets for future generations.

Under the general supervision of the Director of Parks & Recreation, and as a key member of the Parks and Recreation team, the Parks Project Manager will be responsible for planning, developing, and managing capital improvement projects related to parks, trails, open spaces, streetscapes, and municipal facilities. This position oversees projects from concept and design through construction, closeout, and warranty periods, ensuring successful delivery within budget, schedule, and regulatory requirements. The Parks Project Manager administers the Parks Capital Improvement Program (CIP), coordinates consultants and contractors, manages project funding and grants, and collaborates with internal departments, community stakeholders, and external agencies. This role provides project oversight, public engagement support, and strategic recommendations to leadership, boards, and elected officials to enhance and expand the City’s recreational and public infrastructure assets.

How You Add Value
  • Provides premier customer service to internal and external customers by responding to requests in a timely and professional manner.
  • Manage parks, trails, facilities, and open space capital projects from planning and design through construction, closeout, and warranty periods.
  • Develop, implement, and monitor the Parks Capital Improvement Program (CIP), including multi-year capital projects.
  • Coordinate the procurement, selection, and management of architects, engineers, consultants, contractors, and other professional service providers.
  • Manage project budgets, schedules, funding sources, invoices, change orders, and financial reporting to ensure projects are delivered on time and within budget.
  • Identify, pursue, and administer grants and other external funding opportunities for park and recreation projects.
  • Coordinate project activities with City departments, regulatory agencies, utility providers, school districts, and community partners to support successful project delivery.
  • Support public engagement efforts, stakeholder meetings, and communications related to capital projects, including coordination with neighborhood groups, user groups, and community organizations.
  • Prepare and deliver project updates, presentations, and recommendations to the Parks and Recreation Board, City Council, executive leadership, and the public.
  • Review plans, specifications, and construction activities to ensure compliance with applicable design standards, accessibility requirements, safety requirements, and regulatory requirements.
  • Develop and maintain project tracking systems, performance metrics, and status reports.
  • Regular attendance required.
What You Bring to the Role
  • Bachelor's degree with major course work in Landscape Architecture, Parks & Recreation Administration, or related field required with five (5) years of experience in park project management; OR an equivalent combination of education, training, and experience.
  • Certified Associate in Project Management (CAPM) required.
  • State of Texas Registered Landscape Architect preferred.
  • Project Management Professional (PMP) preferred.
  • Valid Texas driver’s license, meeting City driving standards.
