Job summary

The City of Alvarado is seeking a Parks Crew Lead to plan, direct, and oversee all park and grounds maintenance activities, including city parks, pool, athletic fields, and rights-of-way. You will supervise crews, assign tasks, and coordinate with Public Works and Events Manager to ensure safe, high-quality service.

Proficiency in operating light equipment, preventive maintenance, and following city policies is essential. An equivalent combination of education and experience will be considered.

Qualifications

• High School Diploma or GED required.
• Five (5) years of experience in Parks or related field.
• Texas Department of Agriculture (TDA) NCPS license, or ability to obtain within twelve (12) months of hire.
• Valid Texas Driver's License - driving record must be in compliance with City policy.
• May be required to work flexible hours, emergencies, and call-back status.

Job description

Position Summary:

Under administrative supervision, the Parks Crew Lead plans, directs, manages, and oversees all activities of the Parks Department and performs various tasks to maintain parks and grounds. Maintains city public areas, including city parks, pool, athletic fields, and rights-of-way. This position is responsible for the daily and routine maintenance of city parks, athletic facilities, municipal grounds, municipal recreation facilities/buildings, wooded areas, and the urban forest. The work consists of operating a variety of equipment such as a pick-up truck, 1-Ton dump truck, utility tractor with attachments and/or 3point hitch implements, and commercial mowers.

In addition, the employee may supervise seasonal employees and volunteers. This position may also work with the Public Works Department, including street, sewer, and water maintenance. This position may also work with the Events Manager to ensure a well-executed event. This position will also provide direct leadership to subordinate staff.

WORK PERFORMED

• Performs planning and operational oversight of parks, rights-of-way, and other related areas
• Provides general work assignments and direction to work crews; conducts meetings as necessary to discuss problems, issues, or updates.
• Supervises and manages activities and work processes of department employees
• Reviews, plans and assigns duties; oversees staff training and development
• Provides work directives, guidance and development; disciplines employees up to verbal warnings
• Addresses complaints and resolves problems as necessary.
• Performs emergency operations planning including winter operations and other seasonal demands and operations.
• Oversees and schedules City park system infrastructure repairs and maintenance.
• Utilizes the City’s software to enter data for all work activities
• Creates and distributes work orders
• Works safely, follows safe work practices, and identifies and reports unsafe work conditions
• Promotes a positive image in performing community services (community meetings, problem-solving resources, etc.)
• Performs all assigned duties and tasks with the highest regard for highest quality customer service
• Conducts periodic reviews related to assigned areas of responsibility
• Performs periodic inspections of issued and non-issued equipment to ensure that it is in good working order
• Provides effective control and coordination of resources and activities within the section to which assigned
• Coordinates activities with peers, coworkers, and other departmental personnel to ensure consistency in interpretation, adherence, and implementation of Administrative Orders, City Ordinances, departmental, personnel, and safety policies, procedures, and laws
• Provides effective control and coordination of resources and activities within the department, unit or section to which assigned
• Routinely performs inspections of operational functions to identify inefficient or ineffective processes and provides solutions
• Develops own knowledge, skills and abilities to enhance and ensure continued success and meets all mandated training requirements
• Performs other related duties as assigned

KNOWLEDGE, SKILLS & ABILITIES

• Skill to operate light equipment such as trucks, standard utility tractor, backhoe, weedeater, lawn mower, zero-turn, skid steer, boom mower and chainsaw safely.
• Perform preventive maintenance and minor repairs on equipment
• Ability to understand and follow instructions
• Operate, and/or ability to learn to operate, standard maintenance equipment
• Ability to lift 80 lbs.
• Ability to work outdoors in hot, cold, and/or wet weather
• Must possess a high level working knowledge of Administrative Orders, City Ordinances, policies, procedures, Federal, State, and Local laws, and be able to ensure proper application by subordinates

• May be required to work flexible hours, work during emergency conditions, and may require call-back status (in cases of emergencies)
