Job summary

The City of Cincinnati is seeking a Parking Meter Collector / Parking Enforcement Officer to issue citations and monitor meters. You will walk or drive to assigned meter routes, capture information, and report malfunctioning meters to the appropriate officials.

The role requires excellent public interaction, accuracy in documenting violations, and the ability to testify in court. A valid driver's license and police record check are required.

Qualifications

  • Two years of full-time Parking Attendant experience required.
  • Must pass police record check.
  • Must obtain a Special Commission.
  • Must walk long distances in all weather.
  • Must be willing to work non-traditional hours, rotating shifts and weekends.

Job description

This employee is deputized to issue citations for parking violations. This employee also takes note of vandalized, damaged, and malfunctioning parking meters and reports them to the appropriate persons. Performs related duties as required.(Illustrative only. Any one position may not require all of the listed KSAs nor do the listed examples include all the KSAs which may be required.)

Knowledge of:
  • Basic arithmetic (adding, subtracting, multiplying, dividing).
  • Effective public contact.
  • The Division policies, rules, and regulations related to the issuance of parking violation citations and the expected conduct of its personnel.
  • The proper procedures for the use of a 2-way radio.
  • Meter routes.
Skill to:
  • Operate a portable 2-way radio.
  • Operate assigned vehicle in the course of duty.
Ability to:
  • Write brief, accurate statements related to incidents while performing job duties.
  • Judge situations on a case-by-case basis to respond properly and to use authority and defensive weapons (baton and mace) judicially.
  • Learn self-defense techniques to defend against attacks.
  • Follow written and oral instructions.
  • Interact with the public in a firm, tactful, and pleasant manner.
  • Give accurate testimony and to present a proper appearance and manner when testifying in court.
  • Record clear and concise information on violation citations and divisional report forms.
  • Tolerate verbal abuse (name calling, swearing, vulgar language) without responding in kind.
  • Work effectively in a team
Examples of Work Performed:

  • Prepares self, materials, and equipment to drive or walk to an assigned area of parking meters to write citations or to carry inoperable meters to car.
  • Writes parking violation citations and provides information to, and exchanges information with, the public.
  • Changes informational signs on outside of meters, as necessary.
  • Testifies in traffic court about the circumstances concerning the issuance of a parking violation citation such as date, time, location, and the reason for the citation.
  • Records on forms the number of daily parking violation citations issued, the physical condition and working order of parking meters, and other daily work performed.
  • Attends training programs related to courtroom procedures, issuances of citations, rules, regulations, and radio.
  • Attends training programs related to proper use of batons, mace, and radio for self-defense conducted by instructors at the Police Academy or by consultants.
  • Drives a car or 3-wheel cart to assigned meter routes.
  • May be called upon to perform some of the duties of a Parking Meter Collector on an as-needed basis. (This does not apply to persons that were full-time Parking Enforcement Officers as of May 1, 2002.)
  • Walks daily in all weather conditions to issue citations for parking violations.

Driver's License must be attached or your application will be rejected

PROMOTIONAL

: Each applicant must have two years of full-time experience as a Parking Attendant with the City of Cincinnati.

OPEN:

Each applicant must have two years of full-time paid work experience dealing with the public.

OTHER REQUIREMENTS
  • Must possess a valid Driver's License.
  • This is a sensitive position based on Civil Service Rule V, Section 7c, and those eligible for certification must pass a police record check.
  • Must obtain a Special Commission from the Cincinnati Police Division.
  • Must possess physical stamina to walk for long periods of time and endurance to withstand extremes in cold and hot weather.
  • Must possess physical strength to lift, and/or carry, objects of 18 to 30 lbs.
  • Must be willing to work alternating work schedules to include non-traditional work hours, rotating off days and shifts, holidays, and weekends.
  • Must have eyesight sufficient to read and record license plate numbers and other state identifying vehicle numbers.
  • Must have hearing sufficient to hear radios, pagers, and meter clock mechanisms.
  • Must be able to work independently and without any direct supervision while performing field duties.
MILITARY EDUCATION & EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.
