Job summary

The City of Saint Paul’s Parks and Recreation Department is seeking a Park and Recreation Program Supervisor to lead and oversee recreation programs, facilities, and a staff of about 50–60 in a fast-paced, community-focused setting. The role requires adaptable leadership, clear communication, sound decision making, and the ability to manage competing priorities.

Primary duties include directing staff, coordinating programs, managing budgets and reports, and engaging with residents and partners

Qualifications

• Bachelor's degree and three years of experience in progressively responsible professional parks and recreation work including budget management, program planning and oversight, community engagement, facility management, and leadership.
• Must possess and maintain a valid Minnesota Class D Driver's License.
• Status as a Certified Park and Recreation Professional (CPRP) must be obtained within two years of appointment.

Responsibilities

• Lead, coach, and support approximately 50–60 employees, including Recreation Leaders, Community Recreation Directors, and Community Recreation Coordinators.
• Oversee recreation programs and facility operations while managing multiple priorities and responding flexibly to changing community needs, staffing challenges, and unexpected situations.
• De-escalate conflicts and respond to concerns from employees, program participants, families, community members, and partners using sound judgment and appropriate policies.
• Manage administrative responsibilities, including reviewing timecards and purchasing-card transactions, preparing reports, monitoring deadlines, and analyzing program and operational data to inform decisions.
• Represent the City and Parks and Recreation at community meetings and events, building relationships with residents and partners.
