Job summary

City of Frisco is seeking a Park Planner II – Parks to coordinate and manage parks capital improvement projects in Frisco, TX. Under the Capital Projects Manager, you will inspect projects and ensure compliance with City standards throughout all phases.

The role requires a Bachelor's degree in Landscape Architecture or related field and at least three years of experience, plus a TX driver's license. Strong knowledge of landscape architecture, construction, inspection, and effective communication

Summary

Summary:Under general direction of the Capital Projects Manager, or designee, the Planner II – Parks assists in coordinating, directing, and managing the implementation and inspection of parks capital improvement projects and ensures compliance with City standards.
The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Essential Job Functions & Other Important Duties

Essential Job Functions:

• Manages all phases of assigned private development and capital projects.
• Provides direction to consultants regarding the review and approval of plans, construction specifications, details and reports for private development and capital projects.
• Applies consistent design standards, construction details and specifications to meet City standards and landscape architectural practices.
• Assists with development, implementation and monitoring of professional services and construction contracts.
• Conducts site inspections as necessary for capital projects at all phases of construction.
• Verifies work completed and processes associated with design and construction payments.
• Negotiates and mediates differences with contractors and reviews change orders.
• Evaluates and responds to technical inquiries from inspectors, consulting engineers, architects, landscape architects, developers, and contractors.
• Reviews exhibits and descriptions for easements and right of way acquisition.
• Prepares council agenda items for assigned capital, private development, or other special projects.
• Attends meetings with consultants, developers, contractors, and other staff as necessary.
• Evaluates and responds to public, inter-departmental and city official inquiries.

Other Important Duties:

• Completes special projects as assigned.
• Travels to attend meetings, conferences, and training.
• Performs other related duties as assigned.
• Regular and consistent attendance for the assigned work hours is essential.

Job Requirements

• Knowledge of landscape architecture practices and principles.
• Knowledge of construction landscape design, specifications, construction materials and supply specifications and standards.
• Knowledge of construction inspection and investigation practices and procedures.
• Knowledge of computers and related equipment, hardware, and software.
• Knowledge of City policies and procedures.
• Skill in effective oral and written communications.
• Skill in reviewing and detecting deviations in specifications from approved landscape architectural and engineering practices, codes, and ordinances.
• Skill in preparing, developing, and presenting technical information to public officials, developers, contractors, consultants, and the public.
• Skill in effectively reviewing work and providing technical assistance to assigned staff.
• Skill in resolving customer complaints and concerns.

Education, Experience, and Certifications/Licenses:

• Bachelor's degree in Landscape Architecture or related field, and a minimum of three (3) years of experience; or equivalent combination of education and experience that support the ability to perform the essential functions and/or skills of the job.
• Must pass a pre-employment drug screen, criminal background check, and MVR check.
• Must possess a valid State of Texas Driver’s License.

Environmental Factors and Conditions:

• Work is performed in office and construction site environments
• May be subject to exposure to loud noises, heavy equipment, chemicals and fumes, infectious diseases, air, and water borne pathogens, insects, snakes, and rodents common to the construction or renovation of parks, trails, and drainage systems.

Physical Demands:

• This work typically requires the following physical activities to be performed. A complete description of the activities below is available upon request from Human Resources.
• Balancing – maintain equilibrium to prevent falling while walking, standing, or crouching. Fingering – picking, pinching, typing, working with fingers rather than hand. Hearing 1 – perceiving sounds at normal speaking levels, receive information.
• Kneeling – bending legs at knee to come to rest at knees.
• Lifting – raising objects from lower to higher position, moving objects side to side, using upper extremities, back.
• Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning. Reaching – extending hands or arms in any direction. Repetitive Motion – substantial movements of wrists, hands, fingers. Speaking – expressing ideas with spoken word, convey detailed, important instructions accurately, concisely. Standing – for sustained periods of time.
• Stooping – bending body downward, forward at waist, with full motion of lower extremities and back.
• Talking 1- expressing ideas by spoken word. Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading. Visual Acuity 2 - color, depth perception, field of vision. Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures. Walking - on foot to accomplish tasks, long distances, or site to site.

Work Environment

• Work performed is primarily medium work: Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
