Job summary

Effingham County Board of Commissioners seeks a senior construction project manager to lead capital projects and parks infrastructure from concept to turnover. The role oversees owner-side leadership with licensed professionals when required and coordinates with multiple departments and external partners.

You will manage budgets, schedules, grant documentation, and audits, ensuring compliance with SPLOST and other restricted funding.

Qualifications

• Bachelor's degree required; substantial directly related construction management experience may be considered in lieu of a degree.
• 5+ years of progressively responsible experience managing commercial, institutional, governmental, parks, facilities, or vertical construction projects.
• Experience with construction contracts, schedules, budgets, cost controls, change orders, RFIs, submittals, pay applications, inspections, and project closeout.

Responsibilities

• Manage vertical construction and facilities capital projects from planning through closeout and turnover.
• Develop scopes, budgets, schedules, procurement strategies, bid documents, and owner requirements in coordination with user departments and County leadership.
• Coordinate architects, engineers, construction managers, general contractors, consultants, vendors, inspectors, and stakeholders.
• Review schedules, RFIs, pay apps, change orders, and turnover documents from an owner perspective.
• Monitor quality, safety, budget/schedule performance, and contractual obligations; escalate risks to Engineering Director.
