The Order of Malta Lebanon has been operating in the health and social welfare sectors since 1957. It manages a network of 60 projects serving the most vulnerable populations, across the Lebanese territory including primary healthcare centers, mobile medical units, elderly day care centers, hosting centers for the differently abled and projects for the displaced and refugees as well as an agro-humanitarian project within the catchment areas of its centers.

The Order of Malta Lebanon has developed a comprehensive multi-annual program to strengthen its social, agricultural and health services as well as its structures.

SUMMARY

The Outreach Officer acts as the primary link between OML’s Agro-Humanitarian program, the Agro-Humanitarian Centers (AHCs), and local communities. Reporting to the Field Coordinator, the Outreach Officer is responsible for community outreach, beneficiary mobilization, data collection, and field-level communication. In addition, the Outreach Officer supports AHCs by promoting and marketing the services they offer to ensure maximum uptake by farmers, cooperatives, and beneficiaries. This dual role strengthens both program implementation and the visibility, utilization, and sustainability of the AHC service model.

RESPONSIBILITIES
  • Conduct regular community visits to engage farmers, households, cooperatives, women groups, and local actors.
  • Mobilize beneficiaries for trainings, distributions, demonstrations, and program activities.
  • Ensure communities clearly understand program objectives, selection criteria, and activity schedules.
  • Promote AHC services during field visits, including:
    • seedling nurseries
  • Composting/organic inputs
  • Processing units (drying, packing, value-added products)
  • Production services (land preparation, irrigation support, tools)
  • Conduct outreach campaigns to increase farmer enrollment in AHC service offers.
  • Support AHC teams in identifying new beneficiaries, farmers, cooperatives, and small producers who can benefit from the center’s services.
  • Distribute flyers, service lists, price lists, and promotional materials during field visits.
  • Gather feedback from farmers on needed services to support AHC service development and improvement.
  • Conduct household visits, field visits, and screening activities under the supervision of the Field Coordinator.
  • Support transparent, accountable beneficiary selection processes aligned with donor and program criteria.
  • Maintain accurate beneficiary lists and update them regularly.
  • Assist with field activity preparation, including venue setup, beneficiary registration, crowd management, and post-activity follow up.
  • Support Training, Field Days, Demo-Plots, Distributions, and technical sessions implemented by Field Coordinators and Technical Experts.
  • Ensure basic logistical support during activities.
  • Present program messages, AHC service offers, and activity details to communities.
  • Clarify expectations, responsibilities, and program modalities to beneficiaries.
  • Inform communities proactively about upcoming events, deadlines, and requirements.
  • Collect data using OML-standard tools, such as:
    • attendance sheets
    • outreach and mobilization lists
    • distribution forms
    • monitoring tools
    • pre/post-training surveys (when required)
  • Submit complete documentation to the Field Coordinator on time.
  • Share field observations about needed materials, logistical gaps, or supplies that should be procured.
  • Provide technical details (quantities, photos, GPS locations) to the Field Coordinator for PRF consolidation.
  • Support verification of materials once received.
  • Apply OML safeguarding and accountability principles during all beneficiary engagements.
  • Ensure respectful, gender-sensitive, and inclusive interactions with all community members.
  • Report safeguarding concerns immediately to the Field Coordinator.
  • Maintain trusted relationships with municipalities, local authorities, extension agents, community committees, and local leaders.
  • Facilitate connections between AHC staff and local actors to support service uptake and program visibility.
  • Serve as a field focal point for collecting community feedback, concerns, or suggestions.
  • Feed this information to the Field Coordinator for resolution through OML’s accountability mechanisms.
  • Prepare daily or weekly reports summarizing:
    • outreach activities
    • community trends
    • risks or field challenges
    • beneficiary feedback
  • Immediately report any contextual changes affecting program operations or AHC service uptake.
  • Observe risks related to community tensions, access, climate events, or activity delays.
  • Inform the Field Coordinator promptly and propose localized mitigation measures.

Performs other related duties assigned by the Program Manager

QUALIFICATIONS

· Bachelor’s degree in Agriculture, community development or related field

· 2 years of experience in Humanitarian/development position

· Good Knowledge of the various regions targeted in the project

· Collaboration and Teamwork

· Organizational skills and multitasking skills

· Proficiency in Computer literacy (Word, Excel…)

· Fluency in Arabic, English and French (written and spoken)
