Job summary

Tract Capital Management, LP in Seattle seeks a Manager, Outside Plant (OSP) Engineering to lead the OSP discipline for campus fiber pathways, conduits, aerial/underground routes, and outdoor DAS/CBRS coverage. You will drive pre‑construction design, construction delivery, and as‑built records, coordinating with internal teams and external contractors.

Qualifications

Bachelor's degree in Engineering, Telecommunications, Construction Management, Civil Engineering, or related field.
10+ years in Outside Plant (OSP) fiber engineering or equivalent.
3+ years leading a small technical team and managing contractors.
Experience coordinating permitting and AHJ/utility approvals on critical path.
Proficiency with AutoCAD or MicroStation, GIS/ArcGIS, and Visio.

Responsibilities

Directly lead, manage, and develop a small team of three specialists.
Allocate work and coordinate across campuses to avoid single points of failure.
Own the Outside Plant engineering function end‑to‑end, from pre‑construction to as‑built turnover.
Guide design and construction‑method selection and establish QA/QC criteria.
Manage permitting, ROW/easements, and AHJ coordination on the critical path.
Oversee outdoor DAS and CBRS RF deliverables with the RF/DAS Engineer.
Review drawings, BOMs, redlines, and as‑built records for accuracy.
Drive external firms and contractors to deliver on time and within budget.
Ensure acceptance testing and commissioning meet standards and handover is clean.
Coordinate carrier entrance/turn‑up and cross‑function with internal teams.
