Job summary

BTS Software Solutions in Quantico, VA is seeking an OSINT Analyst (JR) to join our team. The role involves conducting OSINT activities in response to Government RFIs, preparing reports, and leveraging COTS tools while working with the OIC and data analysts.

Ideal candidates have at least four years of relevant OSINT analysis experience and a Bachelor’s degree or an equivalent combination of education and experience.

Qualifications

  • Minimum 4 years of experience conducting analysis relevant to the labor category.
  • Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education. An additional 2 years of experience in the specific labor category, for a total of 4 years of experience in the specific labor category, may be substituted for a Bachelor’s degree.

Responsibilities

  • Conduct OSINT activities in response to Government RFI or tasking, including collecting, exploiting, and analyzing open-source information and preparing reports.
  • Populate and maintain databases in support of Data Analysts and Data Scientists.
  • Document types and structure of open-source data, analyze and mine data to identify patterns and correlations, map data from system to system, design and create data reports.
  • Assist the OSINT Team in using and evaluating available COTS tools.
  • Use COTS tools to aggregate, structure, visualize, and assess open-source information; evaluate relevance, veracity, and credibility of information and its source.
  • Develop innovative ways to combine data from different tools to provide valuable analytical results.
  • Train and mentor Marines in OSINT tradecraft, including MCIA’s Expeditionary OSINT Course.
  • Identify, develop, and formalize new OSINT tradecraft and SOPs to meet mission requirements.
  • Leverage language skills and culture knowledge (Arabic, Farsi, Persian, Korean, Mandarin, Russian) with a DLPT score 3/3+ in hire date timeframe.
  • Develop open-source research strategies to support information gaps.
  • Manually search and analyze various online sources in target language to augment information gaps.
  • Use tools to determine authenticity and currency of information.
  • Create Word/PowerPoint reports and OSIRs; briefly findings and methods to users.
  • Use language skills to conduct searches and translate foreign articles into English.
  • Participate in meetings, conferences, and exercises.
  • Complete joint-accredited OSINT course or equivalent.

Overview:

Conduct OSINT activities in response to Government Request for Information (RFI) or tasking by the OIC including working with the Government to clarify and refine the RFI, collecting, exploiting, and analyzing-online open-source information, and preparing a report in the format required by the task, with minimal supervision using commercial internet, NIPRNet, SIPRNet and SCINet systems and tools.

Required Education, Experience, & Skills:
  • Desired Experience: Minimum 4 years of experience conducting analysis relevant to the specific labor category, with at least a portion of the experience within the last 2 years.
  • Desired Education: Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education. An additional 2 years of experience in the specific labor category, for a total of 4 years of experience in the specific labor category, may be substituted for a Bachelor’s degree.

  • The ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally, with strong grammar skills. Demonstrate proficiency using Microsoft Office tools.
  • The ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols.
  • The ability to recognize nuances and resolve contradictions and inconsistencies in information.
  • Working knowledge using complex analytic methodologies, such as structured analytic techniques or alternative approaches, to examine biases, assumptions, and theories to eliminate uncertainty, strengthen analytic arguments, and mitigate surprise. Structured analytic techniques include, but not limited to, Analysis of Competing Hypotheses, Devil’s Advocacy, High-Impact / Low-Impact Analysis, Red Team Analysis and Alternative Futures Analysis.
  • The understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors / platforms and human intelligence sources related to the labor category.
  • The understanding of evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirements.

Demonstrates comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.

Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced. Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.

Demonstrates ability to work independently with minimal oversight and direction.

Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.

Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence.

Demonstrates ability to lead teams in researching multifaceted or critical problems. Provides guidance in selecting, designing, and applying analytic methodologies. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives.

What you'll do:

  • Employ managed attribution (MA) software and associated online tradecraft while executing OSINT collection activities; demonstrate an understanding of the limitations of MA tools.
  • Develop innovative ways to combine data from different tools to provide analytical results that are of greater value and relevance to Operational Forces.
  • Train and mentor Marines in OSINT tradecraft and best practices, including the ability to administer MCIA’s Expeditionary OSINT Course.
  • Identify, develop, and formalize new OSINT tradecraft and other SOPs to meet mission requirement.
  • Leverage language skills and cultural/area knowledge in support of OSINT activities to include Arabic, Farsi and/or Persian, Korean, Mandarin, and Russian, with a DLPT score of 3/3 or better (DLPT score no older than 5 years upon hire date).
  • Develops open-source research strategies to support specific information gaps.
  • Manually search for, exploit and analyze a variety of online open sources to include media, social media, academic literature, videos, maps etc. in target language to augment information acquired through other sources and / or to fill information gaps.
  • Use various tools and methods to determine authenticity and currency of information acquired from the Internet.
  • Create reports using Word and PowerPoint to convey research findings; generate Open-Source Intelligence Reports (OSIRs).
  • Verbally brief findings and research methods to various consumers.
  • Use language skills to conduct searches and translate foreign articles, journals, and other forms of media into English.
  • Participate in meetings, conferences, and exercises.
  • Candidates will have completed a joint-accredited OSINT course. Joint-accredited OSINT courses include but are not limited to: EOSINT (USMC), OS301 and OS302 (Army), ONI OSINT Fundamentals Course (Navy), Introduction to OSINT (USAF), DIA BOTC (DIA), NGA OSINT Course (NGA), NERD (SOCOM). Commercial alternatives to a joint-accredited OSINT course include but are not limited to: CASO (Black Horse Solutions), and SEC 497 and SEC 587 (SANS Institute).
