Job summary

  • Manage learning initiatives including analysis, design, development, deployment, communication, and evaluation.
  • Plan and administer staff learning and development goals, policies, and priorities.
  • Design, deliver, and evaluate training for all employee levels, from new hires to senior leadership.

Job description

The City of Chula Vista is seeking an experienced and highly-motivated Organizational Development & Training Manager. This leadership role will oversee the design and implementation of comprehensive organizational development strategies and impactful training initiatives that strengthen organizational readiness, support employee growth, and cultivate an engaged and forwardthinking workforce.

Essential Functions

Functions may include, but are not limited to, the following:

  • Organize, direct, manage and supervise the activities and operations of the Organizational Development and Training division.
  • Design and execute learning programs including, but not limited to performance improvement, organizational and leadership development, change management and competency development.
  • Manage learning initiatives including learning needs analysis, design, development, assessment, implementation, communication, and evaluation to ensure alignment with City objectives.
  • Plan, develop, implement, manage, monitor, improve and administer staff learning and organizational development efforts including goals, objectives, policies, and priorities.
  • Design, deliver, and evaluate training programs that address the diverse learning needs of employees at all levels, from new hires to senior leadership.
    Collaborate with other internal stakeholders to identify skill gaps and develop targeted training solutions to address them.
  • Build organizational readiness and capacity through staff development, retention, engagement strategies and succession planning.
  • Support change management efforts through impact analysis, key stakeholder identification and communications planning.
  • Oversee the creation of engaging and relevant training materials, including e-learning modules, in-person workshops, and other instructional resources.
  • Conduct periodic organizational training needs assessments with management staff and employees to determine short and long-term organizational training needs.

At least five (5) years of increasingly responsible experience in managing, designing and/or implementing employee training and workforce development programs, including two years of supervisory responsibility and training equivalent to a Bachelor's degree from an accredited college or university with major course work in organizational development, human resources management, public or business administration, or a related field.
