1 Alpha Consulting LLC is seeking an experienced Oracle Developer to modernize and migrate legacy Oracle Forms applications to Oracle APEX for the Pennsylvania DEP environment. This remote Pennsylvania role supports a 37.5-hour week and requires strong PL/SQL and APEX skills.

The role involves designing modern UIs, developing PL/SQL components, and ensuring security and performance across Oracle systems. Collaboration with stakeholders and ongoing post-production support are key aspects.

Formación

• Bachelor’s degree in computer science or a related field.
• At least five years of experience developing in Oracle PL/SQL, including stored procedures, functions, packages, and advanced queries.
• At least five years of experience developing applications using Oracle APEX.
• Strong knowledge of Oracle RDBMS with Oracle Database 19c experience preferred.
• Experience using SQL Developer and/or TOAD.
• Understanding of data modeling principles.
• Experience with web services integration.
• Experience with performance tuning, debugging, and testing SQL queries, views, and stored procedures in Oracle and SQL Server.
• Strong analytical and problem-solving skills.
• Excellent written and verbal communication; able to work remotely within two-hour Harrisburg radius.

Responsabilidades

• Analyze the architecture, data structures, integrations, and functionality of existing Oracle Forms applications.
• Support migration of Oracle Forms-based apps to Oracle APEX.
• Design and develop modern Oracle APEX user interfaces in collaboration with the technical lead.
• Develop and maintain PL/SQL stored procedures, functions, packages, and advanced queries.
• Perform data pulls, data analysis, and scripting to support reporting and enhancements.
• Review documentation to understand system requirements, architecture, reporting, and functionality.
• Implement and support security, roles, and authorization models within Oracle systems.
• Conduct performance profiling and tuning for maintainability and responsiveness.
• Debug and test SQL queries, views, and stored procedures in Oracle and SQL Server.
• Create comprehensive technical, business functional, and system documentation.
• Participate in all SDLC phases in Agile/Scrum environments; mentor Commonwealth IT staff.

Location:

Remote within Pennsylvania. The selected candidate must reside within a two-hour radius of the Harrisburg region.

This position follows a 37.5-hour workweek. Additional hours are not permitted without prior approval from the Chief Information Officer.

About the Role:

The Pennsylvania Conservation and Environment Delivery Center, supporting the Department of Environmental Protection, is seeking an experienced Oracle Developer to assist with modernizing and migrating legacy Oracle Forms applications to Oracle APEX running on Oracle Database 19c.

In this role, you will help upgrade mission-critical environmental and regulatory systems into modern, secure, maintainable Oracle APEX applications. Your work will improve long-term system sustainability, performance, security, and alignment with current Bureau of Information Technology standards.

Your Impact:

• Analyze the architecture, data structures, integrations, and functionality of existing Oracle Forms applications.
• Support the migration and conversion of Oracle Forms-based applications to Oracle APEX.
• Design and develop modern Oracle APEX user interfaces in collaboration with the technical lead.
• Assist with establishing UI/UX design standards for future Oracle APEX applications.
• Develop and maintain PL/SQL stored procedures, functions, packages, and advanced queries.
• Perform data pulls, data analysis, and scripting to support reporting needs and system enhancements.
• Review existing documentation to understand system requirements, architecture, reporting, and functionality.
• Implement and support application security, roles, and authorization models within integrated Oracle systems.
• Conduct performance profiling and tuning to improve system maintainability and responsiveness.
• Perform debugging and testing of SQL queries, views, and stored procedures in Oracle and SQL Server environments.
• Create clear and comprehensive technical, business functional, and system documentation.
• Participate in all phases of the system development lifecycle, including requirements gathering, analysis, coding, testing, deployment, and post-production support.
• Work within Agile/Scrum development environments and collaborate with technical and business stakeholders.
• Provide mentoring and knowledge transfer to Commonwealth IT staff and other developers.
• Assist with production deployments and release management activities.
• Provide weekly status updates to management.
• Generate reports for executive management, end users, and Bureau of Information Technology staff.

• Ability to adhere to a 37.5-hour workweek, with no additional hours worked unless prior permission is received from the Chief Information Officer.

Pay Range:

Up to $50.00/hour (W-2) or $65.00/hour (1099 Independent Contractor)
