Job summary

i-Link Solutions is seeking a skilled Oracle PL/SQL/APEX developer to join a remote role within the Harrisburg region. You will analyze existing Oracle Forms architectures, migrate to Oracle APEX, and design modern interfaces while establishing UI/UX standards and producing thorough documentation.

The position requires 5–7 years in Oracle PL/SQL and APEX, strong SQL Server/Oracle performance tuning experience, and the ability to mentor Commonwealth IT staff during all SDLC phases.

Qualifications

• Bachelor's degree in computer science or related field.
• 5–7 years of experience developing in Oracle PL/SQL including stored procedures, functions, packages, and advanced queries.
• 5–7 years of experience developing applications using Oracle APEX.
• Strong knowledge of Oracle RDBMS (Oracle 19c preferred).
• Experience with SQL Developer and/or TOAD.
• Understanding of data modeling principles.
• Experience integrating web services.
• Experience with performance tuning, debugging, and testing SQL queries, views, and stored procedures in Oracle (and SQL Server).
• Strong written and verbal communication skills.

Responsibilities

• Analyze and understand architecture, data structures, and integrations of existing Oracle Forms applications.
• Support migration from Oracle Forms to Oracle APEX.
• Design and develop modern APEX UIs with technical lead.
• Establish UI/UX design standards for future APEX apps.
• Develop and maintain PL/SQL stored procedures, functions, packages, and advanced queries.
• Perform data pulls, data analysis, and scripting for reporting and enhancements.
• Review documentation to understand requirements, architecture, and functionality.
• Implement and support application security, roles, and authorization models.
• Conduct performance profiling and tuning for maintainability and performance.
• Generate technical and functional documentation.
• Participate in all SDLC phases including requirements, analysis, coding, testing, deployment, and post-production support.
• Provide mentoring and knowledge transfer to Commonwealth IT staff and other developers.
• Assist with production deployments and release management.
• Provide weekly status updates to management.
• Generate reports for executive, end-users, and BIT staff.

Job description

Remote position-Candidate must reside within 2-hour radius of Harrisburg region.

Time Policy: All positions are 37.5-hour work weeks (7.5 hour days, 5 days a week).

Key Responsibilities

• Analyze and understand the architecture, data structures, and integrations of existing Oracle Forms applications.
• Support the migration and conversion of Oracle Forms-based applications to Oracle APEX.
• Design and develop modern APEX user interfaces in collaboration with technical lead.
• Assist in establishing UI/UX design standards for future APEX applications.
• Develop and maintain PL/SQL stored procedures, functions, packages, and advanced queries.
• Perform data pulls, data analysis, and scripting to support reporting and system enhancements.
• Review existing documentation to understand system requirements, architecture, reporting, and functionality.

Required Experience

Preferred Qualifications

• Prior Commonwealth or Environmental systems experience (preferred but not required).
• Experience modernizing legacy Oracle Forms applications.
