Job summary

i360technologies, Inc. is seeking an experienced Oracle Cloud EPM Solution Architect / Delivery Lead to guide enterprise design and governance for a planning solution across multiple organizations, supporting a federal modernization program.

The role is senior leadership on the design authority, directing decisions on standardization, configuration, and customization while coordinating functional and technical teams through rollout and knowledge transfer.

Qualifications

  • 10+ years of Oracle Cloud EPM/Hyperion implementation and architecture leadership.
  • Direct experience with Oracle Cloud EPM Planning, PBCS/EPBCS, Hyperion Planning, or Hyperion Public Sector Planning.
  • Experience leading multi-organization/shared-platform federal deployments.
  • Ability to meet federal suitability, citizenship, residency requirements.

Responsibilities

  • Assess current Oracle Cloud EPM Planning app, debt, design decisions, integrations, performance, security, and operating model.
  • Define enterprise architecture for dimensions, metadata, workflow, approvals, rules, reporting, security.
  • Lead design governance, configuration-versus-customization guardrails, and change control.
  • Guide cross-workstream teams through design, build, testing, deployment, and knowledge transfer.
  • Communicate decisions, risks, alternatives, and recovery options to leadership and client.
  • Lead vendor transition activities: knowledge transfer, environment assessment, and continuity planning.

Job description

i360technologies, Inc. is seeking an experienced Oracle Cloud EPM Solution Architect / Delivery Lead to lead the enterprise design and governance of an Oracle Cloud EPM Planning solution being deployed across multiple organizations, in support of an upcoming federal financial systems modernization initiative.

This is the senior design-authority role on the team. The architect determines what should be standardized, configured, segmented, or customized as the solution is deployed organization by organization, and guides the functional and technical workstreams through that rollout and the transition from the current environment. This is not a hands-on configuration role — it is an architecture, governance, and delivery-leadership position sitting above the Functional Lead and the Functional/Technical Consultants, who execute the design.

What You Will Do
  • Assess the existing Oracle Cloud EPM Planning application, technical debt, design decisions, integrations, performance, security, and operating model.
  • Define the enterprise architecture for dimensions, metadata, workflow, approvals, business rules, reporting, security segmentation, and integrations.
  • Create sustainable patterns for organizational variation and establish configuration-versus-customization, design-governance, and change-control guardrails.
  • Lead remediation sequencing, release planning, design reviews, and cross-workstream decisions while guiding the Functional Lead, Functional Consultant, and Technical/Integration Consultant.
  • Resolve escalated design and performance issues and communicate architecture decisions, risks, alternatives, and recovery recommendations to leadership and the client.
  • Lead vendor transition activities relevant to solution design — knowledge transfer, environment assessment, technical debt triage, and continuity planning.
  • Direct configuration-versus-customization decisions across organizations, explaining tradeoffs to both technical staff and client leadership.
  • Support proposal development and staffing plans with architecture-level input on scope and delivery approach.
Required Qualifications
  • Bachelor's degree in information systems, computer science, accounting, finance, business, or a related field. Relevant professional experience may be considered in place of a degree.
  • At least 10 years of Oracle Cloud EPM/Hyperion experience, including enterprise Planning architecture and complex implementation leadership.
  • Candidates should have direct experience with Oracle Cloud EPM Planning, PBCS/EPBCS, Oracle Hyperion Planning, or Hyperion Public Sector Planning and Budgeting.
  • 3+ years of experience supporting budget formulation, financial planning, forecasting, or performance management solutions.
  • Demonstrated experience designing or recovering a multi-organization, shared-platform, or public-sector Oracle Planning solution.
  • Deep knowledge of dimensions, metadata, Essbase, business rules, workflow, approvals, security, reporting, integrations, performance, and environment strategy.
  • Ability to lead configuration-versus-customization decisions, explain tradeoffs, and direct teams through design, build, testing, deployment, stabilization, and knowledge transfer.
  • Ability to meet federal client suitability, citizenship, residency, and background-investigation requirements applicable to the assigned project.
Preferred Experience
  • S. federal Oracle Cloud EPM implementation experience and working knowledge of federal budget formulation, appropriations, and OMB Circular A-11.
  • the federal client, DOT, Enterprise Services Center, or other federal shared-service experience, including onboarding multiple organizations to a common Planning platform.
  • Troubled-program assessment, turnaround, transition, or incumbent-replacement experience.
  • Experience with Enterprise Data Management, Narrative Reporting, Management Reporting, workforce, capital, project, or driver-based planning.
