Job description

POSITION SUMMARY
Responsible for performing all routine and assigned flood control work including maintenance, improvements and construction. Ensures all work is being performed in an efficient and thorough manner in accordance with procedures set forth by the Flood Control Superintendent.ESSENTIAL DUTIES AND RESPONSIBILITIES
Tasks include but are not limited to:
  1. Repairs, constructs, scrapes, cleans and fills a wide range of Flood Control and drainage structures.
  2. Digs, grades, and places conduit on various outlet structures, or under roads to prevent or relieve flooding and wash-outs.
  3. Mows weeds and picks up trash in waterways and channels when directed.
  4. Hauls and removes gravel from drainage channels.
  5. Uses tank truck to wet down dusty haul roads and provide moisture for compacting fill material.
  6. Repairs and rip raps, slopes and wash outs.
  7. Responsible for operating, maintaining and repairing assigned major and minor equipment on a daily basis.
  8. Training employees regarding all operations of safety precautions.
  9. Thorough knowledge of standard practices and techniques of construction and maintenance pertinent to the Flood Control Department.
  10. Thorough knowledge of County Personnel Policy and all county departmental policies and procedures pertinent to the position as well as federal, state and local laws pertinent to the position.
  11. Responsible for furnishing basic set of hand tools.
  12. On call and overtime work as needed.
SUPERVISORY CONTROLS
This position performs under the general supervision of the Flood Superintendent who may provide assignments and instruction, determines objective, priorities and deadlines, and who assists the employee with unusual situations. The employee uses own initiative and judgment to perform work in an independent and timely manner in accordance with precedents and established policies and procedures.QUALIFICATIONS
  1. Education/Training/ Experience:HS Diploma or G.E.D., three (3) years experience operating heavy equipment.
  2. Experience Substitution:Up to two (2) years college/48 hours course work can be substituted for one year of experience.
  3. Licenses/Certification:Valid New Mexico Class A Commercial Driver’s License with a good driving record (must not exclude air brakes).
  4. Desirable Qualifications:one (1) year experience in flood control or hydrologic works and extensive mechanical knowledge. Set of hand tools.
  5. Other:Post offer Drug Analysis Test and/or pre-employment physical. Driver’s license, Employment and criminal Background Investigation.
OTHER REQUIREMENTS
Knowledge, Skills, and Abilities Required: Able to read, write and follow written and oral instructions in English; excellent basic math skills; operate and maintain assigned equipment in a proficient manner. Must be able to write clear, concise operations reports; physically fit to perform all physical tasks necessary to the position. Must have knowledge of earth work procedures and techniques; schedule projects and figure costs, material projections, determine necessary equipment and personnel to complete projects; determine grade slopes and material compositions. Work collectively with flood administration and other departmental team associates. Interact with occupants of the County buildings in a professional and friendly manner. Work independently using good judgment and decision-making skills; work well with ever-changing priorities and/or situations. Employee must know and understand County Personnel Policy as well as all County and departmental policies pertinent to the position. Must be able to maintain an acceptable attendance record, be punctual and meet established deadlines.
Safety requirements:This position must comply with all safety policies and guidelines of Chaves County.
Other:Employee subject to random, annual drug testing.
Physical demands:
Ability to lift up to sixty (60) pounds occasionally (i.e., up to one-third of workday, from ground to waist level). Ability to lift up to thirty (30) pounds frequently to constantly (i.e., from one-third up to entire workday), from ground to shoulder level.
Ability to sit up to five hours at one time and to ten hours total per day.
Ability to stand and/or walk up to five (5) hours at one time and up to ten (10) hours total per day.
Ability to climb in and out of equipment cabs at least six times daily at an estimated height of six (6) to seven (7) feet.
Ability to crouch, kneel, and remain in a prone position for up to thirty (30) minutes at one time and up to one-third of work day.
Ability to bend at the waist and twist/rotate waist if necessary for up to one-third of the workday.
Ability to work with arms extended and bent for up to four (4) hours.
Work environment:Exposure to weather, dust, fumes, machine noises, and hazards of construction and maintenance.
