Supervision Received And Exercised
This position receives supervision from the Public Works Director. Day-to-day guidance is provided by the Lead Operations Technician or Water Distribution Lead, depending on assignment.
ESSENTIAL JOB FUNCTIONS (Illustrative Only)

While Operations Technicians may have primary focus areas such as water, streets, fleet, facilities, or parks, all staff are expected to maintain a baseline understanding of the full range of duties. Cross training supports team flexibility and ensures effective response during emergencies, absences, or other operational needs-including water system call-outs, shutoffs, and service restoration.
- Responds to citizens’ questions and comments in a courteous and timely manner
- Installs, maintains, and repairs water system components including meters, mains, service lines, valves, and fire hydrants
- Performs water system maintenance tasks such as leak detection, flushing, valve exercising, chlorination, and testing of new service connections
- Locates and marks underground utilities in accordance with One Call requirements
- Assists with the installation of new water services, including traffic control, excavation, tapping, and backfilling
- Operates and maintains trucks, backhoes, loaders, mowers, power tools, and the Vactor truck for water utility, stormwater and other excavations
- Maintains and repairs streets, sidewalks, signage, pavement markings, and gravel shoulders
- Cleans and maintains storm infrastructure such as ditches, culverts, and catch basins
- Performs general parks and grounds maintenance including mowing, trimming, litter removal, and seasonal upkeep
- Conducts minor facility repairs and supports custodial restocking and upkeep at City buildings
- Observes safe work practices and uses appropriate PPE; follows confined space and traffic control procedures
- Participates in snow and ice response, tree clearing, flood prevention, and other emergency activities
- Attends job-related trainings, workshops, and certification courses to maintain and improve skills
- Maintains daily work records, equipment logs, and inventory reports
- Participates in the City’s on-call rotation for after-hours and emergency response
Higher-level duties typically performed by Operations Technician II or more experienced staff include:
- Driving the Vactor truck (CDL required); performing advanced Vactor operations for utility repair and complex excavations
- Leading small crew assignments or field operations in the absence of a lead
- Mentoring and training less experienced staff
- Preparing basic cost estimates for materials, labor, and utility service connections
- Operating heavy construction equipment on complex tasks with minimal supervision
- Performing advanced troubleshooting, diagnostics, and field decision-making, especially within the water system
- Supporting data collection and documentation for maintenance and regulatory compliance
Minimum Qualifications
Operations Technician I
- High school diploma or equivalent
- Possession of a valid Oregon driver’s license and a safe driving record
- Ability to obtain the following within 12 months of appointment:
- Traffic safety control (flagger) certification
- Confined space entry certification
- Ability to obtain a Water Distribution I certification and CDL within 2 years of appointment
- One (1) year of experience in public works or utility maintenance is preferred Operations Technician II
Operations Technician II
- Meets all qualifications listed for Technician I
- Must possess Water Distribution I certification at time of hire
- Minimum one (1) year of experience in public works or utility maintenance DESIRABLE REQUIREMENTS:
- Ability to resolve complaints in a courteous and effective manner
- Equivalent to high school graduation and one year of directly related work experience, or any satisfactory combination of training and experience demonstrating the required knowledge, skills, and abilities
- Previous experience in a municipal Public Works Department
- Possession of certifications such as First Aid, CPR, backflow, erosion control, or pesticide application
- CDL with air brake endorsement (preferred at time of hire)
Desirable Requirements
- Ability to resolve complaints in a courteous and effective manner
- Equivalent to high school graduation and one year of directly related work experience, or any satisfactory combination of training and experience demonstrating the required knowledge, skills, and abilities
- Previous experience in a municipal Public Works Department
- Possession of certifications such as First Aid, CPR, backflow, erosion control, or pesticide application
- CDL with air brake endorsement (preferred at time of hire)
Physical Demands Of Position
While performing the duties of this position, the employee is frequently required to stand, sit, bend, kneel, stoop, communicate, reach, and manipulate objects, tools, or controls. This position requires mobility in all types of terrain. Duties are physically demanding requiring the movement of materials weighing up to 70 pounds unassisted. Duties require regular use of hand tools, jackhammer, chainsaw, shovels, and operation of light and medium duty equipment. Activity and types of duties performed require sustained manual coordination and dexterity.
Working Conditions
Most duties take place outside of buildings with exposure to all weather conditions and terrain on a year-round basis. Position performs 24-hour emergency response duties and may be subject to call- out after normal hours and will be included in on call rotation for 1-week periods. This is a non- exempt position.
