Position Summary

Coordinates and oversees the daily operations of assigned fixed route and paratransit transportation services including dispatching and transit operation. Monitors service and operator performance, prepares daily work assignments, investigates accidents and incidents. Participates in operator training, dispatching, scheduling transportation services, and road supervision of transit services. Supervises and evaluates the performance of assigned personnel.

Job Duties/Responsibilities
  • Schedule, assign and monitor operators and equipment on an assigned shift and ensures that all routes are covered
  • Receive and respond to reports or requests for operator replacement, vehicle change-outs, and mechanical failures, repairs needed and other problems
  • Promptly inform other departments regarding any accidents, delays, equipment failure, and other incidents that may affect service
  • Receive and respond to operators' concerns regarding working conditions and safety issues
  • Coordinate the scheduling of vehicles with the Maintenance Department to ensure the most efficient utilization of transit vehicles
  • Assist in restoring and maintaining service and schedule when interrupted
  • Add vehicles and alert operators to route and service changes
  • Assist Operations Manager as required
  • Assist in developing operating procedures and methods for accomplishing functions and tasks in a timely and cost-effective manner within limits of departmental policies, procedures, and budget
  • Participate in schedule development, compiling and reporting ridership and fares data, and monitoring or updating manual and computerized information systems
  • Coordinate the interaction between Fixed Route service and Paratransit service
  • Serve on department and agency committees and work groups as requested
  • Assist in route studies and gather assigned statistics on route structure
  • Supervise and evaluate the performance of assigned personnel
  • Monitor daily operations for adherence to established policies and procedures
  • Ensure that work is performed efficiently and according to appropriate guidelines, procedures, and regulations
  • Participate in grievances and disciplinary actions of operators as needed
  • Perform various road supervision duties including time checks and on-board ride-along
  • Observe and report safe and unsafe driving practices or conditions, rider relations and schedule adherence
  • Counsel, motivate and develop quality coach operators
  • Perform coach operator performance evaluations
  • Administer discipline according to Agency policies
  • Participate in hiring, transfer, and other employment decisions
  • Respond to and assist in the investigation of accidents and incidents including documenting of accident scenes, interact with law enforcement officers and evaluate operators for fitness of duty
  • Perform appropriate investigations and reports regarding public comments
  • Prepare and maintain periodic records and reports related to personnel, accidents and incidents, trip sheets, and other information
  • Maintain confidentiality of information as appropriate ensuring compliance in all areas of ADA rules and regulations as related to the position
  • Maintain appropriate operations records and reports as required
  • Monitor operator time-keeping duties and daily sheets to report concerns appropriately
  • Maintain adequate quantities of appropriate forms and supplies for operations
  • Assist with operator training program
  • Conduct post-accident training, defensive driving, refresher, and other training as appropriate
  • Communicate with other agency personnel to resolve problems, coordinate activities and exchange information
  • Respond to customer comments and concerns or refer to appropriate department
  • May be required to make oral presentations to service clubs, community groups and meet with business and community leaders
  • Operate any transit vehicle to cover system operations as needed; perform operator duties and other assignments as required by illness, vacation, or personnel shortages
  • May be required to serve as a designated emergency responder during disasters and/or emergencies
  • Perform other related duties as assigned
Minimum Qualifications
  • Associate degree in management, public administration or another job-related field
  • Training in business administration, supervisor, or related field
  • Three years of increasingly responsible public transit experience
  • Valid Washington State Commercial Driver's License (CDL) Class B
  • Maintain acceptable driving record
