Job summary

Xcel Energy is seeking an experienced operations professional to oversee large-scale utility construction projects. The role emphasizes safety leadership, budget control, and coordinating labor resources across multiple teams.

You will work with contractors and internal stakeholders to ensure on-time delivery, adherence to specifications, and regulatory compliance, while mentoring staff and driving continuous improvements across project sites.

Qualifications

  • Seven or more years in design, construction, operations, engineering or maintenance of utility systems/power generation plants or equivalent.
  • Associates or technical degree preferred.
  • Field experience including techniques, materials, terminology of field construction/maintenance and inspection activities.
  • Demonstrated technical expertise in standards, procedures and applicable regulations.

  • Monitor construction safety, lead safety initiatives and participate in site audits and investigations.
  • Assist with labor resource strategy and project constructability reviews; prepare detailed budgets and labor estimates.
  • Ensure on-time, within-budget delivery and adherence to specifications; monitor cost and schedule and report deviations.
  • Establish effective relationships with contractors, customers and stakeholders; mentor staff and transfer knowledge.
  • Ensure regulatory compliance and maintain project records; support quality site activities.

Position Summary

Standard Operations Position.

Essential Responsibilities
  • Safety: Monitor and champion construction safety to ensure safe performance and adherence to safety requirements. Provide visible safety leadership and participate in worksite audits, safety observations, safety investigations and reporting of incidents and near misses, and accidents/Injuries/Issues. Monitor the implementation of disciplinary measures and/or removal of workers for safety violations per established rules and requirements, monitor compliance with OSHA Regulations and perform and report Safety Observations on all Contractors performing work on Xcel Energy Projects.
  • Business Optimization & Strategy: Provide input into the labor resource strategy for one or more projects. Assist with in-depth project constructability assessments and reviews. Prepare detailed budget and labor estimates, material lists and requirements. Establish project performance metrics and include in contracts. Ensure and reinforce the importance of process adherence and data integrity. Monitor performance and take action where necessary.
  • Operational Effectiveness: Ensure that construction or O&M activities are completed on time, within budget, and according to specifications/scope of work. Monitor the day-to-day cost and schedule. Report status and explain deviations while driving efficiency and improved productivity. Authorize payment release for work performed.
  • Relationship Management: Establish effective teamwork and relationships with contractors, craft labor, customers and other stakeholders. Provide construction consult to project leads and other team members, and assist with mentoring and construction knowledge transfer to other engineering and construction employees.
  • Regulatory & Compliance: Ensure adequate inspection and/or monitoring of all work to establish compliance with requirements, and to maintain appropriate records in the project file. Participate in construction inspections and quality related site activities. Establish, monitor, and track processes to ensure regulatory compliance.
Minimum Requirements
  • Seven or more years in design, construction, operations, engineering or maintenance of utility systems/power generation plants or related industries/fields or equivalent.
  • Associates or technical degree preferred.
  • Field experience including a working knowledge of techniques, materials, terminology of field construction/maintenance and inspection activities.
  • Demonstrated technical expertise in specific functional area including standards, procedures, and applicable government/environmental regulations.
  • Strong planning skills and experience with determining crew sizes and durations for construction activities.
  • Familiarity with work packages, construction task planning, and work and asset management applications.
  • Effective leader with demonstrated ability to effectively communicate company/business area policies, procedures and objectives to various stakeholders.
  • Proven results at achieving performance and operational metrics and driving process adherence.
Preferred Characteristics
  • Previous Civil or Hydro facility experience highly preferred.
  • Previous utility power generation experience.
  • Previous construction project management experience.
  • Informal leadership or supervisory experience.
  • Demonstrated understanding of utility finance.
  • Will be required to work rotating shifts and/or be on call.

The anticipated starting base pay for this position is: $84,900.00 to $120,566.66 per year
